Summary

Under the direction of the Deputy General Manager - Program, Maintenance, and Materials Management, this position is responsible for the development, coordination, ongoing management, and review of planned maintenance programs for Long Island Rail Road’s (LIRR) Multiple Unit and Diesel Rolling Stock fleet equipment.

The Sr. Manager will have primary responsibility for leading and managing continuous improvement of the Maintenance of Equipment’s Department’s maintenance procedures and practices, the development and management of rolling stock lifecycle asset maintenance plans by applying Maintenance Optimization methodology based on Department objectives and reviews of maintenance requirements, work experience, asset condition, reliability, and efficiency. This includes management of supporting staff, development and use of analytical tools for decision-making and data analysis, creation of plans and justifications, coordination with Stakeholders, and developing and maintaining tracking systems for analysis of actual work and materials versus planned. The incumbent will direct staff to develop and maintain work plans using LIRR/MTA Planning Systems (MPS) and CMMS (Maximo) This position will interact with senior management within MofE to provide information, plan revisions, and decision-making recommendations.

The incumbent requires working knowledge of rolling stock assets, systems and maintenance, an understanding of LIRR’s Asset Management Strategy, and the ability to facilitate interdepartmental teams at all levels to address reliability objectives, maintain effective maintenance plans to maintain the reliability of the rolling stock assets.

Responsibilities

Responsibilities may include but are not limited to:

  • Direct the development and maintenance of all Annual and Lifetime RCM Program Plans for LIRR Rolling Stock.

  • Direct RCM Managers and coordinate with Shop Management to develop schedules and maintain progress of work.

  • Direct RCM scope reviews with RCM Managers, Shops, Engineering and Fleet Analysis.

  • Direct the development of new phases of RCM work.

  • Direct Make vs Buy, efficiency, process, analysis and data accuracy reviews.

  • Direct the development and periodic reporting of RCM and maintenance effectiveness.

  • Maintenance Decision coordination and approval

  • Develop, Maintain, and Review LIRR Maintenance Management Systems for Job Plans, Preventive Maintenance Schedules and Work Orders.

  • Responsible for creating reports documenting the results obtained by the RCM group, tracking work completed both scheduled and unscheduled including manpower needs and material consumed versus initial projections processed in MPS.

  • Prepare and present Monthly Maintenance of Equipment Program Committee (MEPC) and RCM completion tracking reports.

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications

  • Bachelor’s Degree in Business Management, Project Management, Reliability Engineering, Industrial Engineering, or related fields. (8+ years of related experience in direct transit/rail Maintenance Management, Production Planning, or Reliability Management may be considered in lieu of a degree.)

  • 6+ years work experience in related areas such as Production Planning, Maintenance Management, and/or Project Management.

  • 6+ years practical experience working in a rail operating environment, Yards, Shops, Fleet Engineering.

  • Three years experience in directing, supervising, and developing staff to accomplish objectives.

  • Experience applying asset management and maintenance methodologies along with sound team facilitation skills.

  • General knowledge of LIRR labor agreements.

  • Familiarity with all applicable FRA/APTA/AAR standards, guidelines, and policies.

  • Must demonstrate effective administration, planning, and materials management skills, demonstrated decision making, problem solving, analytical, organizational, technical writing, team building, and communication skills (oral and written) skills.

  • Working knowledge of PC applications (Spreadsheet, Communication, Database, and Word processing) including sound working knowledge of Planning and Work Order Management Systems. Familiarity with LIRR applicable computer-based systems (Master Planning System and CAMS) is preferred.

    Preferred/Desirable Skills/Qualifications

  • Advanced or additional degree.

  • Detailed knowledge of LIRR labor agreements

  • Detailed understanding of roles and responsibilities of LIRR MofE management positions.

  • Detailed knowledge of LIRR Rolling Stock and facilities.

  • Six-Sigma Green Belt or greater certification or industry equivalent certifications in Process Improvement Methodologies.

    Other Information

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
