This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary:

This position is responsible for the oversite of approximately $11.1 Billion in LIRR infrastructure assets and for providing support for multi-million dollars of capital projects for the Structures Department. The Principal Engineer – Structures is responsible for the safety and state-of-good-repair of approximately 125 passenger station buildings, 213 station platforms, 78 pedestrian overpasses, 700 bridges, 29 viaducts, 100 culverts, 4 tunnels, 200 High Tension Towers and 16 miles of retaining walls. This position directs and controls Engineering’s resources (labor, materials, equipment, construction and maintenance of bridges and buildings, third party construction and design contractors etc.) to ensure maximum efficiency and effective economical/fiscal operations, maintenance and construction of LIRR infrastructure for the Structures Division. Accountable for planning, directing, budgeting, managing and coordinating the functions of the Structures Division to maintain safe working conditions and improve operations and maintenance functions/practices. This position also directs 24/7 emergency response for any structural issues, derailments, storm-related events, etc. This position is responsible for making critical safety related decisions 24/7 for both normal maintenance and emergency situations.

RESPONSIBILITIES:

Responsibilities may include but are not limited to:

  • Direct and oversee structural projects, management of capital funded projects, regularly review project budgets and timelines to ensure compliance with financial and operational goals. Maintain detailed records and reports to support effective oversight and strategic planning. ensure work is being performed safely and in compliance with state, city, county regulations, while minimizing impact on train service.

  • Direct & control Structural Maintenance forces performing maintenance & repair of railroad assets. Planning and scheduling all preventative Life Cycle Maintenance. Oversee the management and schedule of maintenance, SGR and preventative maintenance activities to align with the life cycle needs of all Structures assets. Maintain detailed schedules for maintenance, SGR, and other requests

  • Oversee and coordinate agreements and designs by ensuring align with the railroad’s long-term interests and operational standards. This position requires close collaboration with multiple external agencies, stakeholders, and C&D to manage timelines, budgets, and quality controls effectively. Advocate for the railroad’s priorities in all project phases, negotiating and aligning project goals with contractual obligations to protect the long-term RR strategic interests and safety standards.

  • Direct preparation of schedule, budgets and control same as the Structures department does their own in house estimating, scheduling and budgeting. The departments act as its own project managers. Annual planner of infrastructure repair needs, planner of inhouse maintenance work, and SGR work with a high level of coordination with annual track outages making sure of efficient use of track time usage.

  • Handle internal & external correspondence relating to structures such as grievances, complaints or inquiries forwarded from Public Affairs, legal, MTARE or complaints from the various municipalities.

  • Direct relations with various labor organizations and Labor Relations Department for various union issues that pertain to the collective bargaining agreement and involve the craft or field employees or for management issues that involve the Labor Relations Department.

  • Select, develop, and provide leadership and direction to motivate personnel and subordinate staff within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Direct implementation of safety program. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by senior management.

    QUALIFICATIONS:

    A)

  • Bachelor’s degree in an Engineering field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.

  • Approximately 12 years progressively responsible experience in developing, effectively managing and motivating a large diverse work force staff.

  • Must possess experience managing in a complex multi union environment with working knowledge of collective bargaining agreements and union work rules.

  • Understanding of engineering principles as they apply to structures. o Understanding of design/rehabilitation of structures & construction procedures & methods as related to a commuter railroad.

  • Must possess ability to effectively motivate, develop and influence others in a positive and productive manner to meet department/corporate goals and ensure consistent and high standards among department personnel.

  • Strong planning & program development, organizational skills, analytical problem solving, sound judgment and prudent ethical engineering practices.

  • Must possess strong, effective leadership and management skills to lead and direct forces, develop the organization, including setting high standards of professional conduct.

  • Must possess project management skills and ability to direct strategy for Capital Program as the relate to the infrastructure.

  • Must possess ability to represent the department at various events and functions, while being sensitive to local issues and political climate.

  • Must possess strong human relations, communication, interpersonal and judgement skills.

  • Must demonstrate a high level of initiative, problem solving skills and decision-making skills.

  • Must possess a valid driver’s license from the state of your legal residence

    B)

  • Professional Engineering License preferred .

  • Advanced degree in Engineering. Continuing education in engineering and technical/equipment improvements.
