The Program Technical Manager, Elastomeric Products directs all phases of development and new product introduction programs from inception through first article build onsite at our facility in Jacksonville, FL. Oversees and coordinates the administrative, technical, and operational aspects of ongoing projects within program guidelines. Liaises between departments and Leadership to ensure that projects are resourced adequately and that customer goals are being achieved. Prepares proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Reviews project and budget status, manages schedules and prepares reports. Monitors and assesses project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives. Represents RTX as the primary customer technical contact for projects. Directs the work of employees assigned on projects in technical, manufacturing and administrative areas. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Responsible for procurement of appropriate development hardware used for testing and development. Meets program schedules and budgets. Provides input to the integrated master schedule for the business.

What You Will Do:

  • Lead development/new production introduction programmatic and technical activities

  • Drives use of Collins Management System tools to achieve project objectives

  • Submit required documentation to customer to support project (reports, certifications, etc.)

  • Lead a diverse technical team of engineers and professional to achieve business goals

  • Collaborate with other functional departments to secure resources and ensure success of project

  • Drive continuous improvement using the RTX CORE operating system

  • Focus on product/process development and new product introduction

  • Provide first article manufacturing support and oversight

  • Ability to resolve numerous and undefined issues through systematic process

  • Prior experience with thermoset urethane elastomer materials, mold design, and/or bonded assemblies is required

  • Ability to work with all levels within the organization.

  • Support responses to proposals including business & technical assessments, labor and material/other direct cost estimation, schedule development, and written volume responses

  • Interface with the customer to ensure product/process requirements are being met

  • Interact and present to customers

  • Up to 30% travel as needed

Qualifications You Must Have

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Minimum 5-year experience developing and producing thermoset urethane products

Qualifications We Prefer

  • Chemical and/or Materials Engineering or related degree

  • Current active security clearance

  • Development of surface or subsurface marine applications is highly desirable

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
