The Finance Department is actively seeking a Payroll Analyst.

This is lead technical payroll accounting work in reviewing, processing, and maintenance of transactions, records, and reports. Work requires knowledge of techniques, methods, and procedures used in performing technical payroll functions and are learned through a combination of training and considerable on-the-job experience. Trains, monitors and reviews the work of others. Contacts require skills in understanding and/or influencing people and are important in providing customer service. This work is semi-routine where tasks are covered by procedures or precedents, but some latitude is permitted to consider the most appropriate technique, method, or procedure to follow. The work involves differing situations requiring use of judgment in searching for solutions or new applications within one's known experiences. Work is performed in an office environment. The physical demands consist mainly of sitting or standing at a workstation for extended periods of time. Operates standard office equipment and a computer using word processing, spreadsheet, email and accounting software applications, and occasionally lifting and moving light objects or file boxes less than 30 pounds. The work is performed under general supervision where the work assignments are varied and, although subject to instructions and established work routines, the worker is permitted some latitude to set own priorities subject to superior's approval.
Examples of Work
Processes earnings, deductions (voluntary and involuntary), taxes, direct deposits, W4s, credit union deductions, workers compensation and other related payroll transactions. Manual calculations are occasionally required.
Inspects, reviews and/or maintains a complex record system involving varied payroll transactions in compliance with local, state and federal guidelines.
Researches, analyzes, and resolves payroll related problems or questions by collecting and analyzing data.
Reviews, audits, and submits pension payments through the various accounting systems of the City as needed.
Processes workers compensation payments and transactions.
Processes involuntary deductions such as garnishments, upon conferring with attorneys/paralegals from Office of General Counsel.
Directs the development and implementation of changes to payroll laws, regulations, policies and standard operating procedures.
Works closely with ITD on the implementation of new payroll specifications and test new elements and participates on Oracle/1Cloud work groups/testing and compliance group to resolve post-implementation problems.
Provides exemplary customer service (via phone, email, and in-person) to all departments of City for purposes of answering payroll-related inquiries and resolving issues.
Trains, monitors and reviews the work of others.
Prepares journal entries into the City's electronic accounting system.
Processes payments and/or refund checks for new retirees, vested employees, disabled employees, survivor and child benefits, and terminated employees.
Remains current on state and federal payroll tax laws.
Responds to various audit and tax agency queries and requests.
Works on tax issues, payroll reconciliations, payroll clearing accounts, and IRS tax-related issues.
Reviews payroll and pension pay reconciliations using spreadsheet applications as needed.
Prepare reconciliations for subsidiary general ledger accounts for various payroll deductions as needed.
Prepares and processes tax deposits in accordance with instructions from the taxing authorities as needed.
Prepares and reviews monthly measurement reports for the Accounting Division.
Processes W-2 income verifications.
Prepares the year-end processes for payroll including gross-up of awards, balance adjustments and preparation of W-2s.
Completes bi-weekly and monthly AP upload for all payroll vendors.
Processes and sends reports to vendors. Interacts with vendors via phone and email to answer inquiries and resolve issues.
Works closely with Employee Services, TAS, Benefits, and Pension departments to ensure accuracy of earnings and deductions.
Verifies, calculates, and reviews retroactive payments and deductions.
Operates standard office equipment and a computer using word processing, spreadsheet, email, and accounting software applications.
Demonstrates proficiency in the City of Jacksonville’s competencies.
Performs related work as required.
Knowledge, Skills and Abilities
Knowledge of laws, rules and policies governing payroll, leave, fiscal and accounting books, records, and accounts.
Knowledge of payroll and pension principles, practices, procedures, and methods.

- Four (4) years of education and/or technical payroll experience.
Preferred
One year of experience reviewing, auditing, and processing payroll transactions .
