Tompkins Community Bank CRA Fair Lending Specialist in Ithaca, New York

Overview

The individual(s) in this role will be expected to perform various duties relating to Compliance function specializing in the Community Reinvestment Act (CRA), Fair Lending and Home Mortgage Disclosure Act (HMDA) programs and provide direct assistance to the Director of Bank Compliance to support the Compliance Management Program. The individual in this role will work with all bank markets, associated programs and personnel.

Flexible Location: This position is located at our Corporate Headquarters office in Ithaca, New York. Tompkins also maintains administrative offices in Batavia, New York, Buffalo, New York, Pittsford, New York, Brewster, New York and Wyomissing, Pennsylvania. This position can be based at these locations and will have a flexible, hybrid schedule.

Responsibilities

  • Maintain current knowledge of all CRA, Fair Lending, HMDA and corresponding regulations. Assist with the Company’s CRA and Fair Lending programs to ensure compliance with the requirements of laws, regulations, and acts.

  • Provide training to management to ensure understanding of the community development investment and service opportunities in the assessment area.

  • Partner with personnel in branches, commercial lending, loan servicing and other related departments to provide training and feedback on errors to ensure an overall understanding of processes, reporting practices and how to recognize community development lending opportunities in the assessment areas.

  • Collect data, maintain databases, analyze data and complete reporting for all bank markets. Gather and organize all supporting documentation in the reporting process including the collection of forms, documents, articles, spreadsheets, logs, photos, input sheets, seminar activity, samples of materials, etc. to satisfy reporting requirements.

  • Complete quarterly reviews of the CRA small business and small farms loans and HMDA loans for data accuracy.

  • Monitor and track multiple areas for CRA reporting including Qualified Investments, Community Employee Involvement, Community Development Loans and Qualified Donations.

  • Deliver reports on the CRA and Fair Lending programs to board of directors and various regulatory agencies.

  • Prepare annual CRA and HMDA filings to the government by March 1.

  • Maintain and update CRA Public File annually per CRA and HMDA requirements.

  • Complete an annual analysis of HMDA data, determine assessment area modifications and make recommendations to the Director of Bank Compliance.

  • Assist in gathering and reviewing Fair Lending data and utilize CRA and Fair Lending software to analyze data. Create reports and maps for distribution among management and examiners.

  • Serve as a member of the CRA/Fair Lending Committee for each market, and groups or committees as needed.

  • Act as a liaison for Director of Bank Compliance in their absence.

  • Assist in developing materials used for seminars and homebuyer sessions.

  • Review HMDA input forms, correct and obtain missing data.

  • Conduct quarterly HMDA reviews. Gather and provide documentation to internal audit and examiners. Serve as a point of contact to work with examiners.

  • Assist in complaint management including identifying root cause, escalation to management and trend reporting.

  • Assist in maintaining and updating records for Regulation O – Insider Lending.

  • Assist with compliance reviews in accordance with the Compliance Review & Monitoring Schedule prepared by the Director of Bank Compliance.

  • Occasional travel to market locations.

Qualifications

  • An Associate’s Degree in a related field normally required, or equivalent combination of education and experience in a related field with specialized training in regulatory or legal administration.

  • Minimum of three (3) years’ bank compliance experience. Previous experience in Lending, Audit, Operations or Real Estate preferred.

  • Knowledge of applicable banking regulations is preferred.

  • Specialized training in compliance, regulations, risk management, CRA, Fair Lending or HMDA.

  • Proficiency utilizing programs such as Microsoft Office and specialized compliance reporting software.

  • Excellent verbal and written communication skills with a demonstrated ability to teach concepts and processes to others.

  • Analytically minded with the ability to collect and input large amounts of data, assess risks and draw conclusions.

  • Must be able to read, comprehend and interpret laws, regulations and guidelines and apply the interpretation.

  • Valid Driver’s License.

  • Previous experience with CRA/Fair Lending software is preferred.

Pay Range

USD $23.00 - USD $28.00 /Hr.
