Citigroup VP-Data Quality Lead Analyst (C13) in Irving, Texas

The Citi Private Bank (“CPB”) Data Steward will provide oversight for the use, management, and integrity of the data across its lifecycle with a focus on improving siloed approaches to data, supporting the overarching Enterprise’s mission and goals, providing value, minimizing risk and complying with applicable regulations, accreditation, and legal standards. They will have decision making and policy-making authority for matters related to governance and oversight of CPB data and its ability to maintain the integrity, reliability, timeliness and accuracy necessary to support business and IT data management processes. They will support the overarching Enterprise’s vision and help maintain a robust data governance framework including policies, standards, processes and technology required to manage and ensure the availability, accessibility, quality, consistency, auditability and security of data consumed and produced by CPB, as well as to address CPB data issues raised by Business Process Areas, Technology or support functions and recommend solutions, strategies and alternatives regarding CPB data.

The Data Steward will work closely with business process owners, accountability points in business and operations and data custodians in IT to ensure that corporate, ICG and CPB data governance processes are followed for their respective subject-areas and domains. As such, the candidate will have experience acting as a point of accountability for data content and quality that is consumed, processed and distributed. The candidate will have operating within change management processes for data models and data sourcing/distribution channels. The candidate will have experience with custom built and/or vendor products that support the governance process e.g. data dictionaries, logical and physical lineage tracing to establish provenance, governance workflow.

Ensure the CPB adheres to global and local regulatory requirements regarding data privacy, cross-border and security (e.g. BCBS, CCAR, GDPR, CCPA). The candidate will have understanding of data security and compliance concerns, policies and patterns in highly regulated industries e.g. financial and health.

  • The position requires analytical skills in order to filter, prioritize and validate potentially complex material, technical or business or otherwise, from multiple sources

Key Responsibilities:

  • Leadership - Champion data governance, ensure accountability, and increase the value of data assets

  • Influence - Effect change and acceptance of processes, roles and ownership and ensure alignment with CPB business priorities

  • Quality - Oversee efforts to improve quality so as to provide data that is accurate, clear and easy to access

  • Prioritization - Prioritize efforts to address data gaps and needs

  • Cooperation - Facilitate cross-organizational collaboration across banks as well as Lines of Business for data sharing, and integration (break down barriers between business units, reduce data silos)

  • Flexibility - Encourage creative and innovation solutions to data needs

  • Training - Train management and staff to adopt common approaches to data issues

Successful Candidates Will Possess:

  • Understanding of information management practices including information lifecycle management, data modelling, master data management and carrying out business audits and requirements gathering

  • The candidate has a deep level of understanding of the business requirements that drive data quality, translating those requirements into quality rules and decomposing those rules to properly place their execution in the data flow.

  • Ability to work with system users to elicit and formally define their requirements

  • Experience in data governance programs with knowledge of data governance principles and practices

  • Strong ability to extract information by questioning, active listening and interviewing

  • An understanding of relevant statutory frameworks applying to data governance such as the CCPA, GDPR, CCAR, BCBS, Data Protection Act

  • Excellent program and project management skills both waterfall and Agile e.g. Scrum

  • Experience of requirements gathering for data warehouse or similar data systems

  • Data analysis skills with the capability of identifying data quality issues and correlating those issues with data specifications and quality rules

  • Excellent communication and interpersonal skills – able to liaise with staff at all levels

  • Strong analytical and problem solving skills

  • Excellent writing skills, with the ability to create clear requirements, specifications and documentation

  • Strong ability to communicate embed information, business process and system wide changes to a technical and nontechnical audience

  • Ability to work on own initiative within agreed boundaries

  • Ability to work under pressure and manage conflicting priorities

  • Ability to work with technical and nontechnical staff

  • Understanding of the principles of IT security and data protection

  • Experience working within the information/records management discipline

  • Experience in the financial services industry with a focus on Private Banking/Wealth Management

Basic Qualifications:

-Bachelor's Degree (in computer science, information technology, engineering or similar field) or equivalent experience

-At least 5 years of experience in financial services in the areas of data governance, data quality and controls, data management, or similar

Preferred Qualifications:

-At least 3 years of experience with data governance, master data management, quality and lineage tools e.g. Collibra, IBM MDM, Tibco EBX, Solidatus, GlobalIDs, ASG- At least 2 years of experience using agile project management tools such as Jira

$125,760.00 - $188,640.00
