Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING TECHNICIAN, Position Description Number T5911800 and is part of the PA 211th Engineering Installation Squadron, National Guard. 1 or more Position(s) may be hired against this Announcement. Position may lead to permanent assignment without further advertisement. Re-Announcement of Announcement #T524-094 Responsibilities As a TRAINING TECHNICIAN, GS-1702-07, you will manage the unit training program by serving as Unit Education and Training Manager and primary point of contact for Enlisted Specialty Training (EST) with unit work centers, Commander, Base Training Manager, and ANG Career Field Managers. Manage the formal schools training programs. Identify and resolve training deficiencies from document research, subject matter experts, interviews and work observations. Manage and administer education programs relative to State Tuition Assistance, Tuition Assistance Program (Federal) and the Community College of the Air Force (CCAF). Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG employees at the 211 EIS TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. GENERAL EXPERIENCE: Must have validated understanding of the basic principles and concepts of the occupational series and grade. Must have competencies gained through experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrate the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Application must indicate 12 months experience in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
