Defense Finance and Accounting Service SUPERVISORY FINANCIAL ANALYST in Indianapolis, Indiana

Summary Who may apply: Current, permanent DFAS employees in the competitive service, Eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Responsibilities The duties, described below, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Manages and directs analytical support provided to Debt and Claims Management. Plans, schedules and coordinates projects which cross over major functional organizations. Supports improvement of the organization’s productivity through management of process improvement projects and studies to enhance work products, services, pay systems, and pay processes. Promotes agency wide efforts to include audit readiness and strategic planning utilizing the Operations Business Model and budget, output and productivity management information. Requirements Conditions of Employment Qualifications Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-011, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying for the GS-11; GS-11 if applying for the GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11 specialized experience is defined as: experience performing financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations; creating recommendations for business process improvements; and providing customer support for an automated financial or payroll system. GS-12 specialized experience is defined as: experience performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of operations; and providing advice and recommendations to senior managers regarding issues impacting financial management processes and functions; and participating in developing agency-level financial management standards, policies and procedures to ensure efficient delivery of services. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS 12 and above: Education is not substitutable for specialized experience at this grade level. Additional Information Moving expenses will be paid. (See DoD Instruction 1400.25, Volume 300, here) In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If he or she is not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date. Individuals selected are required to obtain/maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment.
