About the Indiana Housing and Community Development Authority (IHCDA):

Role Overview:
The Energy Assistance Program (EAP) provides utility assistance benefits to over 100,000 Hoosier households annually through a network of providers. The EAP Monitor contributes to this program by assisting with training and monitoring of these providers. The ideal candidate would have experience with federal or state benefit type programs and have strong communication skills, both written and verbal.
Salary Statement:
The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.
A Day in the Life:
Program Monitoring
Create and update a monitoring rubric to determine subrecipient compliance with key programmatic requirements
Ensure Federal and State regulatory requirements are being consistently and effectively monitored in the EAP program
Track and organize/archive subgrantee-submitted documents
Review, pull data/information from, and analyze subgrantee-submitted documents
Provide timely communication with subgrantees about program monitoring, including tracking and following-up with correspondence
Track and report on common monitoring issue areas
Work with the manager to identify the need for and determine content of corrective action plans for subgrantees
Complete an EAP subgrantee risk assessment annually
Subgrantee Training
Provide training and technical assistance to subgrantees regarding regulations, policies, and laws related to the administration of the program
Assist with planning and coordinating training events
Assist in drafting subgrantee information/data collection tools
Analyze monitoring results to identify trends in findings and concerns for future subrecipient training and technical assistance.
Reporting/Benchmarking
Report monitoring findings clearly and in a timely manner to subgrantees
Update and analyze data regarding subgrantee compliance with regulatory requirements
Prepare and review data for mandatory federal/state reports
Pull data/reports as requested for IHCDA staff and/or stakeholders
Coordinate document requests from federal funders, internal audit, legislators, etc.

This role may be utilized in a supervisory capacity based on agency needs.
