Role Overview:
The Deputy Commissioner of Branch Operations primary responsibility is for the operation of the state-wide network of 118 BMVC license branches with over 1,000 employees performing 7 million transactions annually. Responsible for meeting, on an on-going basis, critical agency performance metrics including branch customer visit times and overall customer satisfaction. Serves on agency's Lead Team and participates in policy and general management decision making and agency-wide project teams. Responsible for operating with approved budget.
Salary Statement:
The salary for this position traditionally starts at $102,024.00.
A Day in the Life:
The essential functions of this role are as follows:
Responsible for strategic direction and day-to-day operation of assigned license branches and programs. Manages the branch network through 9 Regional Managers, 3 Executive Directors, and 2 Directors. Determines staffing needs for branches consistent with agency visit time expectations and branch volume projections. Ensure that branches operate in accordance with detailed and ever-changing policy and process requirements while maintaining high customer service levels. Branches are, to most Hoosiers, the face of the BMV. Consistent with this role, ensure that branch staff are fast, accurate, helpful, professional and provide friendly customer service to the people of the State of Indiana.
Accomplishment of the BMV's mission and the implementation of and compliance with BMV/C policies and procedures in all BMVC License Branches throughout the state. Establishes quarterly/annual operation metrics to achieve maximum operational efficiency and superior customer service. Identifies problems promptly and takes immediate positive corrective action. Foster leadership qualities in Regional Manages to coach and develop teams in achieving performance outcomes.
Direct/coach Executive Directors to evaluate and enhance underperforming branches. Consults with Human Resources and Legal Departments in disciplinary issues and terminations. Works closely with Fraud and Security and regions to ensure fraud prevention measures exist.
Operate the division within approved budget. Work proactively to identify opportunities for cost reductions and implement consistency with broader agency initiatives. Review financial reports on an ongoing basis to identify line items that are not being properly managed and address any issues as appropriate.
Serve as a member of the agency's Lead Team. Participate actively in discussions to represent the branch perspective in the decision making process. As appropriate, communicate decisions and relevant announcements made at meetings to the field staff to ensure that the field staff is properly informed of agency activities. Coordinate with other executive laedership members on ongoing agency activities and participate in agency project teams as assigned.
Keep the Chief Operating Officer informed and up to date regarding any matters within the incumbent's responsibilities that are likely to have a significant impact upon the agency. Provide reports regarding matters within the incumbent's responsibilities to Chief Operating Officer. Attends BMV Commission meetings that are appropriate for public discussion. Perform other duties as assigned

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
