Naval Facilities Engineering Command CONSTRUCTION MANAGEMENT SPECIALIST in Indian Head, Maryland

Responsibilities You will manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts. You will coordinate post-award contract meetings (informal or formal), schedule acceptance meetings, design review meetings, coordination and mutual understanding meetings, Facility Turnover Planning Meetings (NAVFAC Red Zone), and final inspections. You will prepare the final documentation and wording for the modification including justification for cost and time involved within limits of COAR authority or in support of the Contracting Officer. You will review and interpret construction contract drawing and specification requirements to ensure compliance with NAVFAC policies, regulations and codes to resolve technical issues encountered on project sites to minimize project scope creep. You will apply critical path method in reviewing contractors’ baseline and progress construction schedules to recommend approval or rejection, or to raise awareness to potential delays in order to mitigate and minimize time extensions. You will prepare construction cost estimates in support of pre-negotiation positions for project changes requiring modifications to the contract cost. You will serve as Contracting Officer’s Representative (COR) in the management and administration of construction projects and provide open communication between the Contracting Officer, management, the requiring activity, and the contractors. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Enforcing all technical and administrative provisions of assigned construction contracts; 2) Participating in Pre-award/Post-award contract meetings; 3 )Reviewing and managing the contractor's administrative and technical submittals and Contractor's Request for information (RFIs) ensuring timely responses; 4) Monitoring assigned projects budgets and time constraints; 5) Visiting construction sites to monitor progress of work; and 6) Providing project status updates to senior level personnel when requested. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. The work is generally sedentary with periodic need for site visits involving walking, climbing, bending and crawling to assess or inspect existing and new facilities and generally traversing construction sites. Occasional surveys and inspections of the Navy and Marine Corps' infrastructure will require some physical exertion (For example, crawlspace inspections, above and below deck pier evaluations, etc.). Field inspections are made which may require protective clothing, to include hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other protective wear such as safety harnesses, coveralls, and gloves may be required for certain situations. The incumbent may be assigned to work in areas where certain potentially harmful physical and chemical agents are present. These agents may include but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, NAVFAC FECs maintain personnel protection programs consistent with applicable laws and regulations. These programs may include protective equipment (i.e. ear protection or respirator), and laws and medical surveillance. As part of medical surveillance programs, the incumbent may be required to take medical examinations to assess medical qualifications for duty involving these agents. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
