Position: Senior Program Manager

Overview:

ITC is actively seeking an experienced Program Manager to lead the USASAC FMS Enterprise Programmatic Support Services Contract. This role provides senior-level oversight, ensuring successful execution of technical, cost, and schedule requirements while managing a cross-functional team and subcontractors. The Program Manager will be responsible for planning, budgeting, and executing contract and systems/program management functions to support life cycle operations, including maintenance, repair, supplies, and logistics, within a large-scale Security Assistance/Foreign Military Sales (FMS) environment.

Responsibilities:

  • Directly responsible and accountable for overall contract execution, performance and service delivery.

  • Establish and maintain relationships with various key stakeholders – employees, subcontractors, vendors, military leaders, government agencies, etc.

  • Serve as the primary technical point of contact with the Government Contracting Officer, Government Technical Point of Contact, Government Contracting Officer’s Representative, and other key stakeholders, responding in a timely manner.

  • Lead daily customer interactions to ensure expectations are consistently met, milestones are met, requirements are collected and communicated, and feedback shared with the program team.

  • Manage program logistics and achievement of program milestones and contract deliverables with a focus on contract requirements, technical performance objectives, employee performance and cost controls.

  • Track program status and action items and communicate high priority issues back to the leadership team.

  • Lead development of and ensure all deliverables are of the highest quality, adhere to internal standards, and meet performance, schedule and cost metrics and are delivered on time and to the customer’s satisfaction.

  • Lead the identification of program risks (especially those impacting operational readiness) and creation of mitigation plans, as well as work toward finding customer-acceptable solutions to any problems which may arise during program performance; Implement solutions and resolve program issues.

  • Develop, track and monitor program metrics to identify areas for improvement and implement process improvements accordingly.

  • Provide strategic vision and program implementation guidance, including opportunities for program growth and enhancement.

  • Assign staff and provide technical direction as necessary to complete tasks, develop and enforce program work standards and schedules, review work performance, manage vendors and subcontractors, supervise program personnel, support hiring and training of personnel, and communicate policies and program and company goals.

  • Monitor contract and subcontract funding and support preparation of forecasts for monitoring program financial performance.

  • Support development of the contract budget, monitor spending plan and burn rate, and provide variance explanations.

  • Develop and deliver presentations and lead program meetings.

  • Other duties as assigned.

    Minimum Qualifications:  

  • Active Secret Security Clearance

  • 12+ years of experience  

  • Bachelor's Degree in such disciplines as Business Management, Program Management, General Business, Supply Chain Management, Project Management, Strategic Studies, Foreign Policy, International Studies, Political Science, Accounting, Economics, Mathematics, Engineering, Computer Science, Information Resource Management, or other related technical, or professional disciplines.

  • Must reside within commuting distance to Redstone Arsenal, AL, as the position is an on-site position.

  • Recent experience (last five years) providing executive level leadership and consulting to government senior management.

  • Ability to maintain professional working relationships with individuals and groups at various levels of authority and responsibility within and outside the organization.

  • Ability to prioritize projects and escalate issues to the appropriate parties as necessary.

  • Ability to manage multiple tasks independently in a fast-paced, high stress environment.

  • Ability to formulate and resolve issues, while being flexible and adaptable to change.

  • Excellent written and verbal communication skills with a demonstrated ability to present material to senior leadership.

  • Demonstrated proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint).

  • Self-starter that can work independently to accomplish tasks in a fast-paced, high stress environment.

  • Excellent time management skills.

  • Pride of ownership for tasks with a focus on quality.

  • Observant and detail oriented.

    Preferred Qualifications:

  • Previous experience working on complex, large DoD programs or projects.

  • Former military or government experience preferred.

  • Experience in security cooperations/security assistance, general logistics, technology and financial management programs.

  • Direct USASAC FMS experience.
