The Division Manager - Security and Defense Programs (SDP) is responsible for program management and developing business opportunities in the SDP sector throughout the entire federal acquisition lifecycle from inception to award. This individual reports to the Senior Vice President for Venturi and will play a key role in ensuring proper program management for current contracts and winning new work for the company's continued success and growth.

Responsibilities

  • Takes responsibility for for cost, schedule, and technical performance of all SDP endeavors.

  • Manages financial performance and reporting, including cost management, schedule management, data management, proposal activity, and other related program activities within the SDP sector.

  • Collaborates in the development, communication, and implementation of effective growth strategies and processes for the maintenance and sustainment of sector programs.

  • Motivates and leads a high-performing team; attracts, recruits, and retains a highly-qualified staff.

  • Manages performance and career development of subordinates and serves as primary communication conduit between employees/PMs and senior management.

  • Oversees timecards and ensures US government audit guidelines are followed and timecards are signed and approved in a timely manner.

  • Executes programs and proposals within scope, cost, and schedule.

  • Executes Supervisory Responsibilities IAW company and corporate policy and applicable laws.

  • Defines target markets, identifies and qualifies new business opportunities within the SDP sector.

  • Participates in the Capture Management strategy and execution to further qualify and pursue new business opportunities within the SDP sector.

  • Participates in new business and recompetition bids including development of technical solutions and win strategies within sector.

  • Participates in capture pursuits through gate, pricing, teaming, and capture reviews; leads and documents lessons learned.

  • Collaborates with Venturi VP of BD, MIOS BD, team members, operational leadership, and SMEs to build and execute plans for successful pursuits in the ISP sector.

  • Gathers, assesses, and validates customer requirements by working closely with BD leads. Identifies related needs and constraints that influence a winning solution.

  • Assists in developing a market strategy and contributes to supporting a qualified pipeline, creates and tracks schedules in GovWin, and when required reports status of key opportunities to senior management.

  • Presents an opportunity's status at required gate reviews and obtains approvals as required to progress the opportunity through its lifecycle.

  • Participates in classifying the win probability, funding probability, and bid/performance risks by establishing appropriate risk management strategies.

  • Serves as the principle liaison within the SDP sector and maintains frequent contact and coordination with current and potential customers, partners, primes, and subcontractors.

  • Other duties as assigned.

Qualifications

  • Bachelor's degree in a relevant business, technical, or professional field of study.

  • Degree may be substituted for relevant years of experience.

  • 5+ years of Business Development or equivalent Program Management experience.

  • Experience in managing cost, schedule, and/or performance of complex programs.

  • Leadership experience in the designated business sector

  • Experience in developing new businesses and successfully pursuing medium to large-scale federal government business/projects.

  • Experience in the entire capture process with experience in developing service solutions under all contract types (e.g., FFP, T&M, cost plus), as well as with non-IDIQ and IDIQ single or multiple award contracts.

Knowledge, Skills and Abilities:

  • Ability to lead and manage across multiple complex program structures.

  • Excellent interpersonal, problem-solving, and business acumen.

  • Knowledge and success in the entire capture process, including developing service solutions under all contract types (e.g., FFP, T&M, cost plus), as well as with non-IDIQ and IDIQ single or multiple award contracts.

  • Ability to collaborate and build win-win partnerships externally with customers and teammates, with a focus on understanding how to create competitive discriminators in a highly cost-competitive environment.

  • Proficient ability to capture management based on industry best practices with demonstrated proficiency in qualifying opportunities.

  • Ability to identify emerging business trends resulting in strategy recommendations to senior management.

  • Ability to influence constructively and interact at the highest levels of the corporation.

  • Ability to obtain and maintain a TS clearance.

  • Ability to travel, as needed.

  • Ability to work nights, weekends, and holidays as required.
