Position Description:
CGI is seeking a Budget Analyst to support Marshall Space Flight Center. Working in a hybrid environment, the Budget Analyst supports clients in NASAs Space Launch Systems office working in a collaborative team environment.
This position is located in our Huntsville, AL office with work performed at client site in Marshall Space Flight Center; Huntsville, AL; however, a hybrid working model is acceptable.
Your future duties and responsibilities:
Possesses and applies a comprehensive knowledge across key tasks and high impact assignments.
Plans and leads major assignments.
Evaluates performance results to inform government decisions affecting short-term project growth and success.
Provides technical/management leadership on major tasks and assignments.
Establishes goals and plans that meet project objectives.
Has domain and expert technical knowledge.
Directs and controls activities for a project, having overall responsibility for financial management and methods to ensure that technical requirements are met.
Applies the full range of subject matter methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve a range of operational and/or strategic issues.
Utilizes a wide range of subject matter practices, laws, regulations, policies, and precedents and uses a range of analytical methods to identify, evaluate and recommend appropriate solutions.
Provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
Researches and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve products and services.
Specialized experience includes serving as a subject matter expert in the monitoring, analysis, and reporting of budget formulation and execution activities for enterprise level, complex programs with multi-million dollar annual value by reviewing and assessing historical financial data and trends, developing budget estimates, monitoring actual expenses, making recommendations, and implementing corrective actions to resolve budgetary discrepancies using integrated enterprise resources management systems and tools.
Experience with Government accounting systems and policies to manage automated systems and financial information.
Experience with GAO, The Office of Management and Budget (OMB), Department of Treasury, and the agency to assist in the design, modify, administer, or analyze analysis of accounting systems or programs.
May leverage expertise to support multiple organizations and/or Centers.
Proficient in the accounting systems and processes of the Centers supported.
Works cooperatively and collaboratively with program management and project team members at multiple centers to obtain a broad understanding of the resource requirements needed to support the project schedule and technical requirements.
Develops, executes, and monitors budget and workforce guidelines, long-range operating plans, and annual phasing plans.
Provides financial analysis by monitoring budgets and phasing plans and analyzing trends affecting budget and workforce needs.
Integrates and consolidates monthly financial data from multiple sources into a central data package and provide analysis to management.
Mentors/trains newly assigned budget analyst in all relevant resource activities.
Provides weekly and monthly report ng of project financial progress for both internal and external forums, including assessment of project financials against the baseline plan.
Must be able to multi-task and prioritize work from multiple customers meeting or exceeding deadlines.
Requires a high proficiency in MS Office applications with advanced skills in Excel and PowerPoint and a comprehensive knowledge of automated financial systems and budgetary report generation; experience with SAP, Business Objects, and eMRPT are preferred.
Must have excellent interpersonal and analytical skills, work independently, be able to maintain confidentiality of data, and communicate effectively in writing, person to person, and in meetings.
Effectively communicates and presents budget and workforce status to program management, center management, and HQ customers on a weekly, monthly and/or quarterly basis.
Requires the ability to travel if needed.
Required qualifications to be successful in this role:
High School Diploma + 16 years of experience
-OR-
BA/BS + 14 years of experience.
Has experience working with Prime contractors and understands inter-workings of all resource related activities.
Requires a high proficiency in MS Office applications with advanced skills in Excel and PowerPoint, Power BI and a comprehensive knowledge of automated financial systems and budgetary report generation.
Desired qualifications/non-essential skills required:
SAP and Business Objects (BOBJ), eMRPT, and Government Financial Processes experience preferred.
