Position Summary:
We are seeking a Senior Program Manager to oversee administrative operations of our
competency restoration program. The program provides competency restoration
services to individuals diagnosed with mental illness and intellectual disabilities who
have been found incompetent to stand trial by a court. Competency restoration services
include, but are not limited to: inpatient psychiatric treatment, psychosocial therapy,
legal education utilizing an evidenced based curriculum, case management, and
discharge planning. The Senior Program Manager's role will include coordination with
stakeholders such as the court, sheriff's department, local mental health authority, and
other community agencies as well as some direct services to patients. Responsibilities
will also include problem solving with stakeholders regarding quality management of
the program.

Position Key Accountabilities:
Essential Functions
Provides leadership and administrative direction for the daily operation and planning of the unit.
Ensures that the unit meets the needs of the patients and is in compliance with Dunn Behavioral Science's Center/HCPC's performance goals and objectives as well as Texas Criminal Code 46B.
Oversees financial and budgetary aspects of the unit.
Reviews the program, quality and effectiveness of the competency restoration unit's programs.
Maintains positive public relations and promote awareness of the unit.
Establishes methods for evaluating clinical programming and treatment services.
Provides some direct clinical services to the program as well as consultation with the unit 's clinical staff.
Provides competency restoration education to patients as needed.
Creates annual budget, negotiates service contracts, reports on progress and authorizes expenditures.
Informs upper management of key activities and makes periodic progress reports.
Works closely with internal departments regarding strategy and collaborative opportunities.
May assist in preparation of progress reports and grant proposals to both private and governmental agencies.
Interacts with representatives from state, federal, and private agencies regarding proposals and funded projects.
Communicates with community and professionals to share objectives and outcomes.
Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
Performs other duties as assigned.
Certification/Skills:
LMSW - Licensed Medical Social Worker - State Licensure from the Texas Board of Social Work Examiners to practice as a Licensed Master Social Worker (LMSW) required or
LCSW- License Clinical Social Worker by the Texas Board of Social Work required or
LPC-Licensed Professional Counselor required
Minimum Education:
Master's Degree in Social Work, Psychology or a related field required
Minimum Experience:
6 years of applicable experience required
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
