Job Description:
Parsons is looking for an amazingly talented Sr Program Director to join our Rail Transit team! In this role you will provide leadership in the growth and delivery of our Texas rail and transit market, including LRT, BRT, commuter rail, and Transit Oriented Development . We are seeking candidates that have led teams and successfully delivered transit systems and/or facilities for our clients in a ‘doer-seller’ environment. In this role, you will support the development of sales pipelines for existing and new transit clients, and perform project planning, define project goals in alignment with client goals, and devise methods to organize and deliver the tasks necessary to accomplish the work In addition, you will develop an in depth knowledge of client objectives while implementing contract terms and corporate policies. Further, you will lead the project execution to meet the customer’s requirements and criteria.
What You’ll Be Doing:
Responsible to formulate marketing and pursuit strategies working alongside the business development team, including
teaming partners strategies in various capacities on large design-build pursuits.
in-depth knowledge of client objectives, contract terms, and corporate policies
support for the proposal development and price negotiations with the client, subcontractors, and contractors.
Coordinate with third parties regarding requirements, agreements, regional entities, utilities, codes, Authorities Having Jurisdiction, adjacent businesses or stakeholders
Provides direction, scope, and performance management for transit projects to meet project goals and objectives and ensures on-schedule completion within or below budget in accordance with contractual obligations. Acts as the Company representative with the client and selected subcontractors during the program execution.
Negotiates changes to the scope of work with the client and key subcontractors. Markets and secures additional work with client. Follows up on instructions and commitments associated with the project.
May participate in negotiations with regulatory agencies and in public meetings in support of clients.
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.
Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
May provide grant / FTA approval support
Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes routine team meetings to review project status and formulate action items.
Drive growth through leveraging key client opportunities.
Identify, develop, and maintain key accounts.
Enhance Parsons’ profile and reach across the industry through participation in professional and industry organizations and attending related events.
Maintain strong relations with local and regional clients.
Active participation in professional engineering societies and events/conferences.
What Required Skills You’ll Bring:
4-year degree in Civil, Structural, Mechanical Engineering (or related) required.
At least 15 years of related work experience is required.
Registered Professional Engineer in Texas a must (additional state registrations are a plus).
Experience as Project / Program Manager on transit system and / or facility projects.
Proven background of leading multidisciplinary design teams on challenging, high-profile projects; teamwork, consensus, leadership and responsiveness.
Drives growth while managing efficiency in the short and long term.
Supports the overall success of the company by being a strong collaborator with other business units and geographies.
Consistently exercises and demonstrates a sound Business Acumen.
What Desired Skills You’ll Bring:
Possess a proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required.
In addition, the incumbent must be knowledgeable of current engineering technologies and how they can be effectively utilized on the project.

Salary Range:
$149,900.00 - $269,800.00
