POSITION OVERVIEW

The General Service Department (GSD) is seeking a Project Manager (Major Vertical Construction) who will manage the design and construction of major vertical construction projects for multiple client departments. Candidates should be able to manage several projects simultaneously and efficiently, demonstrate strong communication and coordination skills, possess a thorough understanding of design knowledge, architectural standards, and building codes, as well as be able to coordinate all phases of the projects, from programming to construction administration.

The Project Manager (Major Vertical Construction) manages all phases of facility construction and renovation projects including occupancy. The incumbent will simultaneously manage several projects over $450,000.00. The Project Manager is responsible for coordinating the efforts of the Property Management Division, Security Management Division and Energy section in the design and construction or renovation of facilities.

The successful candidate will be able to develop a draft project scope, schedule, and budgetary estimate, serve as liaison to client departments and serve as the point contact between the client department and the design and construction team. The Project Manager will administer contractor/consultant performance, including adherence to project scope, quality of work, and adherence to design schedule. The Project Manager works with contractors to ensure documents and permits are completed in a timely manner and ensures quality control, schedule, and cost oversite.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

This position will also be responsible for the following duties:

  • Plan and develop scope, schedule, and budget for vertical facility projects.

  • Coordinates design, plans, and the scheduling of capital infrastructure projects; assists in the development of scopes of work, reviews cost estimates for projects while maintaining compliance with state, and local regulations. Performs constructability reviews as required and ensures that project deadlines are met.

  • Reviews permit applications for appropriate erosion control measures, proper sewer connections to the public sewer, and proper grading and drainage of proposed work.

  • Develop and implement a project management plan that includes the project scope and budget, project team organization, roles and responsibilities, lines of communication, correspondence, procedures, project schedule and deliverables, quality control/quality assurance procedures, use of GSD guide specifications, drawing standards, and involving GSD interal members in the development and endorsement of the work plan.

  • Schedule and manage meetings with the Property Management and Security Management Divisions and the Energy section during design phase and construction phase to ensure coordination of efforts.

  • Establish project goals based on what the project will accomplish according to the internal and external client’s expectations.

  • Procure, negotiate, and manage vertical design and construction contracts.

  • Review design drawings, oversee construction, coordinate and manage internal and external stakeholders such as IT, Security Management, Property Management, etc.

  • Will travel to job sites ensure completed project work meets the required obligations under the contract and ensure compliance with FEMA requirements.

  • Manage, develop, and maintain working relationships with client and contractor representatives.

  • Provide regular project updates in the project management software system and as requested by management.

  • Perform other duties as assigned.

Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.

WORKING CONDITIONS

The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. Will require driving to various locations to perform duties.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a bachelor's degree in architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS

Four years of experience in construction, construction inspection, design, geotechnical, environmental or a closely related field are required.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Preference shall be given to candidates who have a degree/certification in Architecture, Construction Management or Project Management, or a degree with skill sets in vertical design, construction, or Project Management. Experience in construction project management in the design and construction/renovation of vertical buildings (i.e., fire stations, police stations, health facilities, libraries, schools, retail, and commercial offices) is highly preferred. Preferences will be given to candidates who have demonstrable experience in managing all phases of ground-up construction or major renovations of vertical projects.
