WM Manager, RNG Compliance in Houston, Texas

I. Job Summary

This position is responsible for supporting WMRE’s Renewable Natural Gas (RNG) Regulatory Compliance department to ensure that all regulatory obligations are met, and certifications are maintained. The successful candidate will be responsible for implementing EPA regulatory requirements regarding WM’s natural gas vehicle consumption. This will involve working directly with staff at WM owned CNG/LNG dispensing stations, as well as with third parties. Responsibilities will entail managing (internal/external) customer relationships, compiling fleet fueling data, conducting advanced analytics on fleet consumption, authoring EPA data submissions, making operating recommendations and supporting peer groups within the department. This individual will also support department leadership with additional projects to help facilitate the department’s overall objectives.

II. Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

  • Standardize and improve data collection for CNG/LNG dispensing. This includes accounting for hub and spoke dispensing sites, LNG/LCNG fueling locations, WM sites with 3 rd party access, 3 rd party fueling sites used by WM, and sites exclusive to WM fleets.

  • Work in conjunction with WM’s Fleet Team to properly account for the inventory of sites used for CNG/LNG dispensing.

  • Provide accurate forecasts for fleet consumption based upon historical usage, real time consumption and SME input.

  • Lead the RIN splitting process for RNG dispensed via WM owned CNG/LNG stations.

  • Q/C and submit data to the EPA via EMTS; maintain an audit trail to support attest submissions on an annual basis.

  • Support EPA registration for new dispensing stations as well as for landfills associated with new RNG developments.

  • Support sustainability reporting on RNG consumption.

  • Interface with WM business segment partners to resolve unique issues.

  • Stay current with all relevant RNG regulations and downstream markets, with a primary focus around landfills and CNG dispensing stations.

  • Responsible for overseeing the development of programs that support strategic objectives.

  • Identify and ensure continuous development, improvement and implementation of WM key business processes.

  • Connect regional stakeholders and WMRE staff in discussions around potential projects related to compliance tasks.

  • Support Quality Assurance Program (QAP) activities.

  • Support Low Carbon Fuel Standard (LCFS) Verification and Validation.

  • Update Renewable Fuel Standard (RFS), LCFS, Canadian Clean Fuel Regulations (CFR), and International Sustainability and Carbon Certification (ISCC) program registrations as necessary, i.e. changes at RNG plants, addition of new fueling stations, etc. Coordinate updates with business and compliance stakeholders.

  • Support the broader WMRE organization via ad hoc requests.

III. Supervisory Responsibilities:

  • No supervision.

IV. Qualifications

A. Education and Experience

  • Education: Bachelor's Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and four (4) years of relevant work experience.

  • Experience: Minimum of two (2) years relevant experience with RNG, landfills, refuse collection and/or CNG Fueling (in addition to education requirement)

  • Preferred Experience:

  • Regulatory experience in the energy industry.

  • General understanding of RNG processes.

  • Experience with LCFS and RFS programs.

  • Advanced knowledge in Microsoft Office Applications (Word, PowerPoint, Excel).

  • Excellent organizational and communication skills.

  • Limited travel required. May need to travel overnight on occasion.
