Job Summary

The Manager, Proposal Delivery – National Construction Group (NCG) is responsible for the delivery of complete bid packages throughout the proposal process within the National Construction Group. Responsible for coordinating the work of all members of the proposal team (direct reports or those assigned to the bid process) for various bid packages in Construction Only and EPC (FEL Development and FEED Packages).

Essential Functions

  • Actively supports the Company’s commitment to safety and its “Core Values.”

  • Directs the preparation and proposal work of Estimating and Proposal Management teams.

  • Coordinates business unit deliverables and proposal integration for MSI Business Units and Matrix PDM ensuring proposal budget are established and managed.

  • Responsible for the delivery of a complete proposal, including RFP deliverables, commercial terms, schedule, execution plans, and estimates.

  • Responsible for coordinating and ensuring compliance with the Delegation of Authority (DOA) and Bid Review process, including coordinating the review efforts through the DOA approval levels.

  • Responsible for the production of accurate and reliable estimates and all documents needed for internal review (project risk analysis, commercial analysis, contingencies, estimating metrics, etc.).

  • Develops standard estimating metrics to be used for future estimates.

  • Ensures the quality of estimate reviews, including additional focus on historical metrics, basis of estimate, risk analysis and execution plan.

  • Works closely with Business Development and Operations in the identification, pursuit, win strategy, Pre-Bid / No-Bid and Bid / No-Bid processes for proposals to be in line with strategic objectives.

  • Works closely with Project Delivery team and Business Development to develop “proposal management teams” per proposal effort.

  • Participates in opportunity strategy discussions, FEL Development, FEED efforts, job walks, etc.

  • Collaborates with the members of the MSI leadership to identify deliverable methods and processes align with strategic vision for Matrix Service.

  • Ensures policies and standard operating procedures in line with corporate policy are implemented within the proposal delivery team.

  • Provides advice, guidance, and leadership direction to subordinate team members. Participates as needed in the resolution of escalated problems or issues.

  • Develops, directs, coordinates, and motivates a competent and cohesive delivery team through effective communication, delegation of responsibility, accountability, and professional development.

  • Performs other responsibilities, as directed, or otherwise required.

Qualifications

  • Bachelor of Science degree in Construction Management or related field; equivalent experience/knowledge without degree.

  • 12+ years of experience in operations and project management.

  • Knowledge of Capital Construction and EPC delivery models, clients, and market services to be provided.

  • Understanding of corporate and industry practices, processes and standards and their impact on project activities.

  • Ability to interact and work effectively with personnel at all levels of the organization, as well as with members of management in client companies.

  • Ability to influence and manage others who are not in the direct reporting chain.

  • Strong knowledge of construction, engineering design process, finance, and project management.

  • Ability to apply innovative and effective management techniques to maximize performance.

  • Direct and straightforward communication style; ability to set clear and specific direction, goals, objectives, and expectations; subordinates know where they stand.

  • Ability and willingness to delegate responsibility and accountability, but hands on enough to stay on top of the business.

  • High energy level with a strong sense of urgency.

  • Ability to focus teams on deliverable timeframes to ensure proposal deadlines are met.

  • Process driven mindset with the ability to create Work Processes, Procedures and Work Instructions to align multiple Business Units in a common delivery process.

  • Willingness to travel as needed/required.
