Position Description
Primary purpose: Provide the daily oversight of assigned department staff. Coordinate, conduct and support pipeline safety inspections and audits. Ensure compliance with federal, state, and municipal pipeline safety regulatory requirements associated with operations throughout the United States. Essential duties and responsibilities:
Managing department staff as assigned by the Director of Engineering. This includes:
scheduling inspections/audits, meetings, seminars, and training
conduct performance reviews of staff
track and approve staff expenses
help forecast support budget for staff
Must be willing to travel throughout the Continental United States on a routine basis.
Coordinate and participate in applicable DOT, and State Agency pipeline safety audits/inspections.
Coordinate written responses to regulatory agencies pipeline safety audit/inspection.
Responsible for reviewing proposed federal, state, and municipal pipeline safety legislation and regulations and providing feedback to management as to the impact that new law/regulations will have on the company's compliance requirements, standards, and procedures.
Recommend changes to applicable procedures through the MOC/ADC process to remain in compliance with regulatory requirements.
Conduct annual Business Unit procedure review.
Assist in collection and review of data associated with KM’s annual report filing to the applicable federal, and state pipeline safety programs.
Participate in Business Unit Emergency Release Notification Team – on call 24/7.
Participate in Business Unit Emergency Response when requested - liaison with federal, state, and municipal pipeline safety agencies.
Participate in Root Cause Analysis and various other investigations related to pipeline incidents, as circumstances require.
Responsible for collecting and reviewing data, and the submittal of online and/or written report for pipeline safety related accident/incident to applicable federal, state, or municipal regulatory agencies as required by applicable regulations and company procedures.
Responsible to ensure that the Business Unit’s current incident tracking system information is consistent with data being submitted to applicable federal, state or municipal regulatory agencies.
Participate in Regional Abnormal Operations/Accident/Incident Review Committee.
Support Public Awareness program for Regional Operations and coordinate responses from KM’s Public Awareness web site.
Assist in compiling data and conducting statistical analysis for internal and external reporting.
Will attend and/or participate in various company, industry and/or pipeline safety seminars/meetings including being able and willing to present information to these groups.
Perform other duties as assigned.
Position Requirements
Education:
- Bachelor degree in Engineering, or equivalent pipeline operations work experience.
Experience / specific knowledge:
Working experience and application knowledge of United States DOT - 49 CFR Part 192, 193, and 195 and applicable state pipeline safety regulations. 195 knowledge/experience is a requirement with 192 and 193 preferred.
Working experience with government regulatory agencies.
Good verbal and written communication skills, including ability to interact with individuals at all levels in the organization.
Willing and able to present information in front of an audience.
Working experience and knowledge of Management of Change Processes a plus.
Working experience and knowledge of Pipeline Safety Management Systems, Operations Management Systems, or other similar Industry management system process a plus.
Working experience and application knowledge of various pipeline industry related standards such as API, ASME, NACE, NFPA are a plus.
Must be able to work with confidential and sensitive information in a professional manner.
Must be self-motivated and capable of working with minimal direct supervision.
Must be capable of completing and tracking multiple tasks simultaneously, and often under strict deadlines.
Proven organizational and time management skills required.
Intermediate to excellent proficiency level in computer skills (PowerPoint, Outlook, Word, Excel, and SharePoint).
Certifications, license, registrations:
- Valid driver license and a driving record satisfactory to the company and its insurers (for travel).
Competencies, skills, and abilities:
Must be fluent in reading, writing and speaking English.
Must be able to work with a team, take direction from supervisor(s) and lead personnel, focus attention on details, follow work rules, and adhere to established work schedules.
The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed.
Physical Demands:
Be able to work in appropriate Personnel Protective Equipment (PPE) in both hot and cold climates.
Able and willing to use air transportation to commute to locations throughout the continental United States.
Working Conditions:
Be able to work in both office and outside field environments.
Travel required.
This position has the potential opportunity to work a hybrid work schedule with Monday through Wednesday in the office and Thursday and Friday at home. This position also has the potential opportunity to work a flexible work schedule with 9-hour workdays Monday through Thursday and either half day Fridays or every other Friday off with management approval.
Supervisory Responsibility:
- Manage assigned staff.
Preferred education, experience, certifications, competencies, skills, and abilities: Above the minimum requirements; not required but advantageous in this position:
Prior pipeline safety regulatory or pipeline operation experience is required with specific knowledge of pipeline safety regulations associated with operations in the United States.
Strong demonstrated leadership experience.
