Metis Technology Solutions, Inc Executive Director of Business Development for Defense in Houston, Texas
Overview: This position is responsible for developing and executing business development and capture activities for Federal Defense and Intelligence Community (IC) opportunities. Perform research and analysis of business opportunities, consistent with the Metis strategic and growth plans. Conduct industry research, perform customer meetings, conduct teaming discussions, prepare and review pipeline, and lead proposal development efforts following the Shipley method. We are looking for a team player who can work independently, as well as collaboratively with others within the Business Development and Operations organizations. Must maintain communication with various stakeholders while working on multiple, simultaneous projects. Primary responsibilities encompass pursuit management activities, conducting customer meetings and documenting information obtained, marketing material development, knowledge management, and research and analysis.
Responsibilities, Expectations, and Objectives:
Conduct early-stage federal acquisition activities to identify markets, customers, and emerging opportunities, then create and manage associated pipeline entries.
Gather and thoroughly document customer requirements and expectations through research and meetings (virtual and in-person).
Identify, qualify, and support the capture of new business within the Federal Defense and IC environments.
Develop and maintain a 3+ year sales pipeline of qualified business opportunities by consistently identifying and qualifying new opportunities.
Lead the development of price-to-win and proposal strategies.
Obtain and assess customer issues, requirements, and corporate competitive position(s).
Develop proposal response win themes, value propositions, discriminators, and solutions.
Plan, document, and manage pursuit efforts including identification of resources needed and briefing leadership in the gate review process.
Write responses to customer Sources Sought and Requests for Information (RFIs), as well as white papers, executive summaries, and other marketing documents.
Lead the development of proposal content, including gathering information and identifying sources of additional customer and competitive intelligence.
Support the development of cost strategies.
Conduct interviews and work with stakeholders (e.g., Subject Matter Experts) to develop and document solutions for Request for Proposal (RFP) responses.
Participate in color team reviews (e.g., Blue, Pink, Red, Gold, and White Teams) by preparing and reviewing content, including color team recovery efforts.
Lead and participate in fact-finding meetings, such as discussions with customers and prospective teaming partners, then analyze the information and report findings to leadership.
Research subjects and materials as needed to communicate accurately.
Engage in industry events and conferences as part of market and opportunity assessment and capture activities.
Perform all other duties as assigned.
Qualifications:
Bachelor's degree plus 10 years of related business development and capture experience with industry and customer relationships.
Experience leading large ($100M to $1B Total Contract Value) prime and subcontract Federal Defense and IC capture opportunities.
Strong work ethic with the willingness to work overtime on short notice.
Strong project management skills in team facilitation, as well as managing resources and schedules.
Excellent communication/presentation skills, including persuasive writing skills.

Frequent travel may be required.
Potential for remote work exists.
Proficiency in Govwin, SAM.gov, CRM systems, Sharepoint, and the Microsoft Office suite.
Must be a U.S. citizen.
Must either have an active or be able to obtain a DoD Top Secret security clearance.
Prefer previous U.S. military experience.
