The Emergency Preparedness & Response (EPR) Advisor will be responsible for overseeing the systems and support mechanisms throughout the function. The Advisor will support the development of integrated Tier 2 and Tier 3 emergency/incident teams for all domestic, deepwater and international operations, and coordinate between Operations and Response Teams to ensure alignment between Tier 1 and Tier 2/3 plans.
Key Responsibilities:
- Support Oxy functions (Aviation, Human Resources, IT, etc…) in their preparedness & response efforts and ensure they align with industry best practices and Oxy methodologies.
- Maintain Oxy’s EPR infrastructure and develop new ways of using emerging technology in Oxy’s EPR efforts.
- Coordinate with leaders in company functions to ensure proper coordination and execution of Crisis and Incident Management activities, building relationships and establishing the team as an integral part of the business through ongoing awareness initiatives
- Engage with internal EPR stakeholders and relevant parties as an ambassador of the EPR program
- Work closely with external stakeholders, government agencies and external contractors in order to build and maintain strategic partnerships for collaborative responses
- Monitor real-world events and risks to determine the need to activate relevant emergency teams
- Provide assurance to business units’ existing EPR programs
- Act as the Oxy point of contact to various trade associations and cooperatives. Filter information from those organizations throughout the business
- Leverage the risk assessment framework tools and analysis, such as country risk assessments, company risk matrix and risk register, to ensure identified risks to the company have a developed response procedure and plan in place, team identified, and exercised as needed
- Establish contact with the local authorities, government bodies, Oil Spill Response Organizations and external contractors in order to build and maintain strategic partnerships with other safety and security industries and organizations.
- Utilize HSEEP standards where applicable for conducting impartial and transparent After Action Reviews as part of a continual improvement process for Crisis Response.
- Collect and collate relevant metrics to build a case for improvement within the EPR business model
- Participate in the EPR On Call Program
- Participate in the business units’ Incident Management Team
- Work closely will all business units to develop a strong understanding of growth and development plans
- Build first class relationships with internal and external stakeholders so the team is seen as an integral part of the business
Qualifications
Qualifications -
- Bachelor’s Degree with a minimum of 10 years working with Emergency Preparedness & Response or Health, Safety, and Environment within Oil & Gas or for MNC in safety critical industries.
Reporting & Location
- The position will report to the OPC Emergency Preparedness & Response Manager and will be based in the Houston, TX.
- Establish and Maintain an EPR Dashboard for enhanced response readiness for business units and Oxy Enterprise functions
