Port Captain - 000EP2 Description Enterprise Products Partners L.P. is one of the largest publicly traded partnerships and a leading North American provider of midstream energy services to producers and consumers of natural gas, NGLs, crude oil, refined products and petrochemicals. Our services include: natural gas gathering, treating, processing, transportation and storage; NGL transportation, fractionation, storage and import and export terminals; crude oil gathering, transportation, storage and terminals; petrochemical and refined products transportation, storage and terminals; and a marine transportation business that operates primarily on the United States inland and Intracoastal Waterway systems. The partnership’s assets include approximately 50,000 miles of pipelines; 260 million barrels of storage capacity for NGLs, crude oil, refined products and petrochemicals; and 14 billion cubic feet of natural gas storage capacity. The Port Captain will be responsible for a group of vessels, as directed by the Senior Port Captain and will serve in a managerial role as the primary liaison between vessel crew members and shore side personnel. Other responsibilities include, but are not limited to: + Foster a positive cross functional departmental team relationship that consist of an Operations Coordinator, Personnel Coordinator, Port Engineer, and a Safety Representative. + Interface with vessel crew members as the primary point of contact for vessel crew members and follow up with Sr. Port Captains, Operational Mangers, Personnel Manager, Port Engineer, and Safety Representative on an as needed basis. + Supervise daily vessel activities to ensure safe and efficient operations. + Respond to marine casualty events as required. + Assure vessel is compliant with all government regulations and company policies. + Monitor waterway conditions and make available information necessary to support navigational decisions. + Conduct on-board vessel inspections, navigational audits, and wheelhouse performance evaluations. + Represent and articulate Company positions in response to US Coast Guard, regulatory agency incentives, proposals impacting navigation, or vessel operations. + Ensure good public relations are maintained with local, state, and federal agencies. + Assist in development and implementation of policies and procedures to enhance safety and efficiency in the operation. + Interface on an as needed basis with other departmental management. + Provide positive leadership consistent with EMS core values. + Improve job knowledge by attending industry workshops, reviewing professional publications, establishing personal networks, benchmarking practices, and participating in professional and industry groups. + Provide budgetary guidance and oversight on vessel supply orders to remain in budget. Qualifications The successful candidate will meet the following qualifications: + A high school diploma or G.E.D. equivalent is required. + 5 years of experience in vessel operations on inland waterways or supervision of marine vessel crews preferred. + Ability to interact effectively with vessel crews. + Possession of a US Coast Guard Mariners License, with a Master of Towing license to include Inland, Western Rivers, and Great Lakes and 10 years of navigational experience preferred. + Extensive knowledge and navigational experience in the river from Baton Rouge to Great Lakes is required. + Tank barge experience preferred. + Strong communication and interpersonal skills required. + Self-starter with the ability to perform complex tasks with minimal supervision. + Working knowledge of Microsoft Office Suite and Outlook required. + Willingness and ability to travel up to 80% or travel 5 days a week depending on job demands. + Thorough understanding of regulatory requirements and vessel inspections. + Demonstrated skills in supervising large groups of employees, training, and employee development required. + Willingness and ability to work weekend/evening duties required. + Proven track record of problem resolution skills required. + Ability to establish and maintain effective working relationships with vessel crews, management, field staff, and other personnel required. + Effective verbal and written communication skills required for interaction with coworkers and customers. + Must satisfactorily pass background and drug screen.
