TITLE: Stormwater Coordinator
DEPARTMENT: Public Works / Stormwater Division
CLASSIFICATION: Operations Supervisor 3
PAY GRADE: 12
FLSA: Non Exempt
DESCRIPTION OF WORK
General Statement of Duties
Performs skilled technical work related to stormwater management, inspections and code
enforcement. Serve as an instructor for the Citys Stormwater Certification Course. Create and
distribute educational materials. Take water samples and track illicit discharges. Use sewer
inspection camera truck. Use GPS to document Illicit Discharge Detection and Elimination
(IDDE) program. Assist in administrative work and some general clerical work. Issues
stormwater permits.

ESSENTIAL DUTIES & RESPONSIBILITIES

Perform field inspections as needed to ensure compliance of city, state and federal regulations
including code enforcement with relation to stormwater management. Notify necessary agencies
of non-compliance. Review stormwater pollution prevention plans (SWPPP) and water quality
plans. Assist the Stormwater Manager with drainage projects. Keep daily logs and files of daily
inspection reports. Serve as an instructor for the Stormwater Certification Course to educate
builders, developers, citizens, and home owners of stormwater pollution prevention and the
requirements of the Citys Stormwater Management Program. Professionally investigate citizen
complaints and contact the proper enforcement governing authorities when needed. Enforce
regulations by issuing verbal warnings, citations, and notice of violations (NOV) for non-
compliance of the City Stormwater ordinance. Train and educate stormwater inspectors and
technicians. Create and distribute educational materials. Participate in Illicit Discharge Detection
and Elimination (IDDE) program. Assist with sewer inspection utilizing sewer camera at times.
Assists with administrative and clerical work including maintaining electronic and hard copy
filing system, performing data entry, scanning and copying documents, answering and responding
to phone calls
QUALIFICATIONS
Knowledge, Skills & Abilities
Ability to interact as part of promoting the Stormwater Management Program through frequent
presentations before large and small state and local organizations, conferences, schools and
meetings. Ability to learn, implement, enforce and continue the development of the Citys
stormwater ordinance. Employee must have ability to maintain extensive public contact with
other department staff, city employees, local and state officials. Professionally interact with
developers, contractors, and land and business owners. Appear in court as required. Extensive
knowledge of Arkansas Department of Environmental Quality (ADEQ) and EPA stormwater
requirements. Employee must have the ability to read, understand and evaluate simple to complex
engineering designs and drawings for all stormwater permits issued by the City. Assist in the
continued development of the stormwater ordinance, design manual and stormwater mapping.
Ability to learn ARCMAP and provide basic computer skills, i.e. Power Point, Access, Word,
Excel, Outlook, etc. and build simple to complex spread sheets. Become familiar with city streets
and boundaries. Attend frequent training to pro vide assurance of continued education and new
stormwater regulations. Must be able to answer regulatory questions and give explanations,
including acceptable practices of laws, policies and ordinances.
Education
High School education with 2 year college degree in related field of Stormwater Management
through vocational or technical training.
Basic understanding of biological and chemical science with laboratory work is preferred.
