JOB DESCRIPTION\ TOWN OF HOPE
DEPUTY TOWN CLERK/DEPUTY TAX COLLECTOR
Supervisor
The immediate supervisor for this employee shall be the Town Administrator. In the prolonged absence or\ vacancy of the Town Administrator, the Select Board Chair shall supervise the employee and act as the\ Personnel Administrator.
Nature of Work
This is varied, complex, and responsible administrative and financial work assisting the Town Clerk in\ the collection of various monies and in the execution of the legal responsibilities of the above positions.\ This employee will have considerable contact with general public. Work is performed with considerable\ independence.
Essential Duties and Responsibilities:\ Examples of Work and Responsibilities (illustrative only)
Assists the Town Clerk with validating official documents, oversees posting of official notices, records\ papers with Federal and State agencies as required.
Assists the Town Clerk in the maintenance of records of births, deaths, marriages and burials and sends\ reports as required to the State Office of Vital Records. Issues certified copies of same and performs\ other duties as required such as paternal acknowledgments, adoptions and other related vital records.
Assists the public in accessing records and researching genealogy.
Assists the Town Clerk in the Clerks duties to administer and supervise all elections.
Assists the Town Clerk in collecting all monies and revenues for the town and records payments of same.
Assists the Town Clerk in preparing daily audit of transactions and forwards money to the Town\ Treasurer.
Assists Town Clerks duties to administer the sale of cemetery lots, maintain records and properly records\ proceeds of same.
Issue burn permits.
Assists the Municipal Agent for Inland Fisheries and Wildlife and Department of Agriculture. Issues\ various licenses, such as hunting, fishing, and dog. Maintains all related records and prepares State\ reports as required.
Assists the Municipal BMV Agent and RV Agent for vehicular registration and prepares necessary\ reports.
Assists the Tax Collector in collecting money for real estate and personal property taxes and all excise\ taxes. Maintains records and provides information on same.

Waits on public, answers telephones, answers inquiries or directs callers to the appropriate person, and\ takes messages for same in a friendly and professional manner.
Assists the public in gathering needed information from the Assessors records.
Prepares the Annual Town Report, including requesting, gathering, and editing information for all\ sections of the report and putting it in printer-ready form.
Order supplies for the Town Office and as directed by the Town Administrator.
Serves as the contact person for town computer and technological needs. Responsible for website\ maintenance and updates in consultation with the Town Administrator.
Serves as Deputy Tax Collector and assists the Tax Collector in the collection of excise, sales, and\ personal property taxes.
Assists the Tax Collector with tax billing process.
Assists the Tax Collector in preparing and recording tax liens and performs all duties related thereto as\ required by State law.
Serves as the Registrar of Voters. Accepts voter registrations, certifies petitions, validates nomination\ papers, maintains the voter registration database and absentee ballots.
Assists the Town Clerk/Tax Collector in all capacities and serves in those capacities in the absence of the\ Town Clerk/Tax Collector.
Performs all other duties of the named positions as required by the Town Administrator.
Requirements of Work
Thorough knowledge and understanding of State statutes relating to the duties for the positions outlined\ above.
Thorough knowledge of modern office procedures, practices and equipment. Proficient in the use of\ adding machine, photocopier and computer. Must have a willingness to learn the use of new equipment,\ adapt to new techniques, and seek out ways to provide more efficient service.
Must be able to perform clerical duties including proficient in speaking, understanding, and\ communicating in the English language and legible handwriting in English.
Ability to establish and maintain amiable working relationships, interact and communicate with other\ Town officials, employees and the general public, including providing high quality and courteous service\ to the citizens of the Town.
