Responsibilities
Project Planning and Coordination: Develop and manage detailed project plans, schedules, and resource allocations to ensure the project stays on track.
Subcontractor Oversight: Coordinate and monitor the work of subcontractors responsible for the design, solution architecture, equipment procurement, and encryption.
Client Liaison: Act as the main point of contact for the client, ensuring that all client expectations are managed and met.
Risk Management: Identify, assess, and mitigate potential risks related to project performance, budget, and schedule.
Compliance Management: Ensure the project adheres to all federal, state, and local regulations, as well as the specific requirements of the contract.
Financial Oversight: Monitor project costs, approve invoices, and ensure adherence to the budget, including the management of bonding and financial reporting.
Performance Monitoring: Track and report on project progress, ensuring that all deliverables meet the agreed-upon quality standards and are delivered on time.
Post-Implementation Support: Oversee warranty and post-installation support, ensuring a seamless transition for long-term system maintenance.

Qualifications
Education: Bachelor’s Degree (Required): A Bachelor’s Degree in Engineering, Information Technology, Telecommunications, Project Management, or a related field is required. This ensures that the Program Manager has a strong foundation in the technical aspects of wireless networks and the principles of project management.
Master’s Degree (Preferred): A Master’s Degree in Business Administration (MBA), Project Management, or a related technical field is preferred but not required. This can provide additional leadership and strategic management skills that will be beneficial for overseeing complex projects.
Project Management Certification (Required): A Project Management Professional (PMP) certification from the Project Management Institute (PMI) or an equivalent certification is required. This ensures the candidate has formal training in project management methodologies, including scope management, scheduling, risk management, and budgeting.
Minimum 8-10 Years of Experience in Program/Project Management (Required): The candidate should have at least 8-10 years of experience in managing complex projects in industries like telecommunications, wireless networks, IT infrastructure, or construction. This experience is necessary to handle the technical and managerial challenges of this project.
Experience with Federal or State Contracts (Preferred): Experience managing government-funded contracts is highly preferred. The ideal candidate will have a deep understanding of federal or state contracting processes, including compliance, reporting, and managing subcontractors.
Telecommunications and Wireless Networks (Required):5+ years of experience in telecommunications, wireless networks, or similar infrastructure projects is essential. This ensures the candidate is familiar with the technical requirements of designing, installing, and maintaining outdoor wireless networks.
Subcontractor Management (Required): Experience managing subcontractors is critical. The Program Manager should have a proven track record of coordinating multiple external teams, ensuring alignment with project goals, and holding them accountable for deadlines and deliverables.
Budget and Financial Oversight (Required): The candidate must have demonstrated experience managing project budgets of similar size and scope.
Experience with financial management software such as Costpoint is a plus.
Risk and Compliance Management (Preferred): Experience in risk management and compliance with federal and state regulations is preferred. The candidate should be able to proactively identify potential risks, mitigate them, and ensure compliance with all regulatory requirements, particularly in projects involving wireless communications.
Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Pay Range
USD $35.00 - USD $65.00 /Hr.
