BRIEF POSTING DESCRIPTION:

The H ST SAFETY BIG ISLAND Department of the P SAFETY AND EMERGENCY PLANNING & PREPAREDNESS Division at Hawaiian Electric Company has 1 Management vacancy available.(Role: Professional)

JOB FUNCTION:

Administers safety, health and security services related programs including industrial hygiene programs, HELCO Driver Improvement Program, Substance Abuse Program, and administers related tests for employees. Coordinates security services for special projects and events, and conducts facility security inspections. Responsible for data input and analysis for incident tracking and safety metrics.

ESSENTIAL FUNCTIONS:

  • Administers HELCO’s industrial hygiene programs such as the Hearing Conservation Program, Respiratory Program, and Ergonomic Program. Ensures programs meet the applicable OSHA/HIOSH/DOH requirements. Responds to and coordinates testing and training for other industrial hygiene concerns. Administers audiometric tests and maintains test records in accordance with applicable regulations. Coordinates Spirometry testing. Administers fit testing for respirator users and provides expertise on respirator equipment and supplies to all departments. Conducts ergonomic inspections and coordinates ergonomic evaluations and training for all departments. Conducts First Aid/CPR/AED training for employees.

  • Administers HELCO’s Substance Abuse Program including random and pre-employment drug testing program for commercial drivers and pipeline operators. Administers HELCO’s Driver Improvement Program (“DIP”) and ensures the program is updated and approved by the Department of Transportation. Ensures all program requirements are met annually. Administers the CDL Driver Qualification Program. Schedules driver DOT physicals and maintains DIP files. Administers the Forklift Program and ensures all files are maintained according to requirements. Coordinates forklift training. Administers HELCO’s McGruff Truck Program and represents HELCO at McGruff Truck coordinator meetings.

  • Coordinate and schedule all Safety Division safety training and safety orientation sessions for employees, contractors, agencies, and others. Conduct New Employee Safety Orientations. Coordinate and conduct Contractor Safety Orientations and maintain records. Maintain safety training course criteria file. Develop and maintain New Employee Safety Orientation packets. Develop training course materials and presentation, including course authoring. Administers Computer-Based Training Program and database. Prepares training rooms including arranging seating, setting up equipment, etc.

  • Administers HELCO’s Electronic Access Control System. Creates and issues employee, contractor, and visitor ID badges. Obtains and reviews background checks for contractors and ensures ID badges are issued within company guidelines. Maintains the Consolidated Contractor Safety Orientation and Unescorted Access list. Inspect and test installations for preventive maintenance of the electronic access control system, key control system, lock maintenance and lock replacement. Issue access control keys, locks, and remote controls per approved requests. Develop and maintain security records of parking permits, keys, locks, badges, and remote controls. Conduct periodic employee parking pass inspections and issue non-compliance reports to affected departments. Participates in security projects either as lead or assistant to the project manager. Conducts on-site security survey tasks. Assists in establishing operational procedures for activities such as Fire Prevention Evacuation Plan, facility traffic control, and vehicle parking control. Coordinates Civil Defense Passes for all departments.

  • As records management coordinator for the Safety Division maintains employee health and safety files and coordinates medical evaluation appointments. Inputs and maintains data into various programs such as Ellipse, and other safety database programs to track safety information including training, contractor data, industrial injuries, vehicle/near-miss/general public accidents and incidents. Maintains all facility visitor log files. Orders and procures supplies and equipment for Safety Division. Provides other administrative and clerical work for Safety Division.

  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

    BASIC QUALIFICATIONS:

    Knowledge Requirements

  • Thorough knowledge of OSHA/HIOSH/DOH regulations concerning industrial hygiene and applicable safety rules and regulations for utility companies.

  • Thorough knowledge of DOT regulations for drug testing for commercial drivers and pipeline operators.

  • Working knowledge of workers’ compensation and safety principles and practices.

  • Thorough knowledge of Company policies and procedures contained in documents such as the Accident Prevention Manual, Collective Bargaining Agreement, Corporate Code of Conduct, General Information Manual, etc.

  • Certified Hearing Conservationist to perform audiometric testing.

  • Thorough knowledge of personal computers and/or mainframe systems and applications such as spreadsheets, word processing, database management, presentation and graphics software, and statistical packages.

  • Basic knowledge of electrical transmission and distribution systems, and power generation units preferred.

  • Thorough knowledge of professional office practices and application.

  • Ability to work under pressure while remaining flexible in a demanding work environment and ability to adapt to rapidly changing priorities.

  • In-depth analytical, organizational, conceptual and administrative skills required to handle multiple complex systems, projects, and programs with minimal supervision; ability to manage details without losing sight of broad goals.

  • Ability to maintain confidences in all matters.

  • Excellent oral and written communication skills for training and presentation assignments, as well as to deal with various individuals at all levels of the organization and external contractors.

  • Strong organizational skills.

  • Ability to handle difficult and/or sensitive issues while using tact, courtesy and discretion.

  • Must have or be able to qualify for a State of Hawaii driver's license. Must meet the standards for frequent required driving positions stated in the Hiring Standards for Required Driving Positions policy.

  • Must be able to qualify for certification in areas of responsibility including Hearing Conservation and Forklift operation.

    Experience Requirements

  • Two or more years experience in general safety administration or human resources.

  • Two or more years experience administering industrial hygiene programs preferred.
