We are looking for Operation Research and Cost Analysts to join our team at Hill Air Force Base in Utah.

 

Responsibilities

  • Go-to person for Air Force Program Managers in support of large-scale DoD acquisition programs
  • Working as part of an integrated cost estimating team, the cost estimator will perform a wide variety of cost and economic analyses/estimating/engineering support directly interfacing with program offices and assisting the development and presentation of management level briefings as needed.
  • Work may include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost-benefit analysis, and software cost estimating.  
  • Additional support includes, but is not limited to, the areas of strategy development, scheduling, market research, evaluation criteria development, pre-solicitation documentation review, RFP documentation, Independent Program Review documentation, cost estimates and key decision point's preparation, as well as trade studies and providing subject matter expertise during proposal evaluations.
  • Familiarity with Department of Defense acquisition policies (especially Information Technology programs) and/or Automated Cost Estimating Integrated Tools (ACEIT) suite is a plus.

Skills Required

  • Must have 24 hours of quantitative courses with 3 hours in calculus
  • Cost/Technical -- ICBM subsystems or DoD weapon system or similar cost/engineering experience to be able to identify appropriate acquisition and O&S cost drivers and document current technology issues/trends/changes driving costs.
  •  Cost Estimating -- demonstrated experience in ICBM related subsystem or DoD weapon system or similar estimating methodologies that will facilitate identification of data collection parameters.  Includes an understanding of weapon system programmatic and technical cost drivers associated with both acquisition and operating & support phases of the life cycle.
  • Data collection -- demonstrated ability to collect and normalize cost, technical, and programmatic data from Government and Industry entities.  Knowledge of the Defense Cost and Resource Center (DCARC) data collection process and demonstrated experience in use of and analysis of CSDRs and CPRs.  Knowledge of data sources such as DACIMS and/or AFTOC.
  • Data analysis & cost tools -- demonstrated ability to analyze data and develop cost estimating methods and tools.

Education

  • Bachelor's degree required, preferably in math, engineering, business, or the sciences.
