The primary purpose of this position, MANAGEMENT AND PROGRAM ANALYST, GS-0343-9/11/12, is to perform complex in-depth analysis, independent reviews, and comparison studies, conducting evaluation of processes relating to logistical initiatives that affect the wing and preparing concise, well-structured oral and written communications. Responsibilities Develop and review logistics planning and programming documentation. Provide program oversight and participate in development/revision of higher regulations; established local policy and procedures to ensure comprehensive material support processes throughout the wing. Conduct in-depth analysis and comparison studies for programs, potential new workloads, processes, and systems in support of depot workloads. Serve as technical consultant on material control processes as related to quality improvement. Provide oversight of material control within the 309 EMXG's Quality Assurance Program (QA). Participate in briefings, discussions, and meetings or serve on committees. TARGETED POSITIONS: This position is a developmental (GS-09 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. OR EDUCATION: I have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of completed post 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIANCE: I have, or within 120 days of the closing date of this announcement will have, at least 1 year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. OR EDUCATION: I have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of completed post master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-12 SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date of this announcement will have, at least 1 year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. FEDERAL TIME-IN-GRADE REQUIREMENT FOR GENERAL SCHEDULE POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. 1 year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. 1 year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. 1 year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. KNOWLEDGE, SKILLS AND ABILITIES: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of program management functions, principles, techniques and the substantive nature of operating programs and their inter-relationship; knowledge of principles, concepts, and methodology related to quality assurance techniques and the ability to plan, implement, evaluate, and analyze best practices. Thorough knowledge of material management policies, principles, and practices; ability to recognize the interrelationships of the various aspects of operating programs and analyzing such information in order to evaluate overall program status. Knowledge of statistical analysis techniques; skilled in applying analytical and evaluative techniques for the resolution of problems concerning efficiency/effectiveness of program operations; skill in applying various methods and techniques for investigating, analyzing, and affecting corrective action; ability to plan, implement, evaluate, and analyze best practices. Knowledge of maintenance/workload programs, policy, procedures, directives, instructions, and technical data as it relates to material functions; the 309 EMXG quality programs and its relationship to other functional activities, to include the quality management system, AS9I 00 quality principles and objectives; knowledge of standard safety and health practices and established policies and procedures. Ability to analyze current or projected operating programs to evaluate their actual or potential effectiveness in achieving objectives; ability to gather, assemble and analyze facts, draw conclusions, and devise solutions to problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. PHYSICAL DEMANDS: Duties involve prolonged standing, climbing, bending, and walking to perform program coordination, analysis, assistance, and inspection responsibilities. Duties also involve a great deal of computer use in conducting analysis, monitoring databases, and performing research. WORK ENVIRONMENT: In addition to those duties which are accomplished in an office setting, the nature of the work requires that the specialist on a regular and recurring basis be exposed to potentially dangerous situations. Assignments regularly require visits to manufacturing, storage, or other industrial areas, and may involve moderate risks or discomforts. Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft.
