We are looking for Cost Analysts to join our team at Hills Air Force Base in Utah.

Responsibilities

• The Cost Estimating Analyst will provide comprehensive support to the development, fielding, and integration of DoD weapon systems.
• Responsible for developing and maintaining Life Cycle Cost Estimates and models for Defense Acquisition programs, analyzing and reporting cost data, and conducting excursions.
• Involves independent cost modeling, and data analysis, with a strong emphasis on mathematical and statistical methodologies; construction cost estimating experience is desired
• Independently develop, present, and defend cost estimates, relationships, and mathematical models.
• Determine quantities and costs of materials, equipment, and labor for assigned projects.
• Conceptualize construction-based projects with minimal information.
• Develop cost estimating relationships using advanced mathematical and statistical techniques.
• Learn and utilize cost estimating software, including construction software, and conduct research using various estimating sources.
• Participate in Business Case Analysis (BCA), Analysis of Alternatives (AOA), and risk analysis.
• Review Cost Analysis Requirements Documents (CARDS).
• Collect and manage cost data, technical baseline data, and conduct cost research/analysis.

Skills Required

• Bachelor's Degree in Construction Management, Mathematics, Engineering, Operations Research, Economics, Statistics, Business Analytics, or related field.
• General understanding of design documents and various construction trades and building systems.
• Ability to use estimating software that utilizes RS Means Construction Cost Data or other historical databases.
• Use of digital quantity takeoff software.
• Knowledge of DoD Planning, Programming, Budgeting, and Execution System (PPBES) methods.
• Experience with DoD projects
• Experience in Cost Estimating, Budget/Financial Management, Systems Engineering, or Data Analytics.
• Excellent oral and written communication skills.
• Exceptionally strong analytical skills and attention to detail.
• Ability to conduct site visits and document general take-offs to create estimates.
• Must possess or be eligible to obtain and maintain a DoD clearance.
• Ability to work independently and coordinate high-level activities.
• Self-starter with the ability to manage multiple complex projects simultaneously.
• Strong proficiency in MS Office, particularly in Excel with advanced functions and pivot tables.
• Working knowledge of ACEIT, @Risk, Crystal Ball, or similar parametric and cost risk tools.
• Membership and certification in the International Cost Estimating and Analysis Association (ICEAA) is preferred.

Education

• Bachelor's degree required, preferably in math, engineering, business, or the sciences.
