JOB DESCRIPTION AND POSITION REQUIREMENTS: The Penn State College of Medicine, Center for Advancing Health Equity for Rural and Underserved Communities, in Hershey, PA is seeking an Education Program Specialist.

The Center for Advancing Health Equity in Rural and Underserved Communities (CAHE-RUC) is a unique academic and community partnership committed to the comprehensive evaluation and implementation of evidence-based, community-level strategies to improve health outcomes for rural and underserved communities. With locations in Chicago and Hershey CAHE-RUC tackles a variety of complex public health and health system issues that require multi-disciplinary and multi-methodological approaches to achieve outcomes that benefit individuals and whole communities.

Job Summary: The Behavioral Health team within the Center for Advancing Health Equity in Rural and Underserved Communities (CAHE-RUC) is seeking a highly motivated Program Manager to manage, implement, and evaluate the Substance Use Prevention and Recovery (SUPR) program and other behavioral health initiatives. The aims of the behavioral health and substance use programs are to create an academic - community infrastructure that will allow the Center to create and develop culturally tailored mental health programs and investigate and evaluate interventions that have the potential to improve mental health service utilization within communities of color. Projects focus on increasing mental health and substance use literacy and access to care, providing culturally tailored health education and resources, increasing community-based partner's capacity to provide behavioral health services within communities of color and building a network of culturally responsive providers.

Under the direction of the Associate Center Director, the Program Manager coordinates program activities and makes sure that deliverables are completed on time and successfully. The Program Manager also serves as a liaison to our community partners and health care providers, provides mental health and substance use education via community events, and collects data for analysis and on-going quality improvement. The BH programs primarily fall under the Asian Health Coalition (AHC), the community engagement arm of the CAHE-RUC. The successful candidate will need to have knowledge of mental health promotion and substance use prevention, community engagement, and how racial and social inequities impact health outcomes.

Responsibilities: Develop, manage, and evaluate the implementation of the Substance Use Prevention and Recovery (SUPR) program and other behavioral health initiatives Develop, implement, and evaluate the community outreach and education plan for the SUPR program Oversee the develop ent of the behavioral health up-to-date information and community resources Conduct Mental Health First Aid Training with the behavioral health team Oversee the development and implementation of the Illinois Care Continuum (ICC) portal for the behavioral health module and identify and invite mental health providers to join and utilize the ICC portal to improve access to behavioral health services Oversee the development and implementation of Project ECHO sessions for providers and community partners Develop and maintain partnerships with community-based organizations, faith-based organizations, government agencies, senior/experienced researchers, healthcare providers, local health departments, as well as the grant funders to implement behavioral health programs Coordinate project communications within the Center as well as external stakeholders and community partners and facilitate community meetings and events Conduct needs assessments and oversee data collection and management of the behavioral health programs, including survey development, data analysis and creation of evaluation reports Monitor community partners' progress in program implementation and provide them with training and technical support to deliver program services Prepare program performance reports Produce dissemination materials including but not limited to manuscripts, briefs, webinars to share our work with partners and the broader learning community Assist with grant writing for external funding sources to sustain and grow the CID program, exploring new opportunities based on community needs Perform other duties as assigned

Minimum Education and Experience Bachelor's degree 1+ years related experience Or an equivalent combination of education and experience
