ManTech Senior Oracle Lead in Herndon, Virginia

Currently, ManTech is seeking a Senior Oracle Lead to join our team in Washington DC.

As a Senior Oracle Lead within ManTech's Foreign Affairs division, you will play a critical role in supporting the CAEIO program at the Department of State. You will be a key technical advisor and leader, responsible for the design, implementation, and maintenance of Oracle database solutions that ensure the stability, security, and performance of critical consular systems. This position requires a deep understanding of Oracle technologies, strong collaboration skills, and the ability to navigate complex stakeholder environments.

Key Responsibilities:

  • Strategic Leadership:

  • Develop and implement comprehensive strategies for:

  • Oracle containerization initiatives

  • Exadata patching and maintenance

  • Consular Consolidated Database services

  • Ensure alignment with the overall Oracle strategy for the Foreign Affairs division.

  • Technical Expertise:

  • Provide expert-level guidance and support on:

  • Oracle Enterprise Linux upgrades (8.x and above)

  • Management of legacy Oracle systems (below version 8)

  • Oracle integrations for web services across the CA portfolio

  • Oracle service-oriented architecture (SOA) and database integration services

  • Champion zero-downtime patching concepts to maintain continuous system uptime.

  • Solution Development and Implementation:

  • Identify, develop, and test solutions in lower environments, ensuring smooth code promotions.

  • Maximize test procedure effectiveness and pre-deployment planning in the non-production environment (NPE).

  • Collaboration and Communication:

  • Coach and consult on system readiness and release plans, including comprehensive checklists.

  • Facilitate collaboration with Independent Verification and Validation (IV&V) teams on Exadata test procedures for zero-downtime patching.

  • Represent the client during cyber boundary discussions, clearly articulating application dependencies and control ownership.

  • Effectively communicate database needs and priorities to external groups, including:

  • ISSO (Information Systems Security Office)

  • Diplomatic Technology

  • IV&V

  • Service Delivery Operations

  • TIOCA development team leads

  • Application product owners

  • Change Management and Lifecycle Support:

  • Possess a strong understanding of Department of State post hardware refresh cycles.

  • Demonstrate expertise in change management planning across the CA organization.

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, or a related field.

  • 10+ years of progressive experience2 with Oracle database administration, including extensive experience with Exadata.

  • Proven ability to develop and implement Oracle strategies in complex environments.

  • Strong understanding of containerization, patching methodologies, and zero-downtime concepts.

  • Experience with Oracle Enterprise Linux, web services integration, and SOA.

  • Excellent communication, interpersonal, and collaboration skills.

  • Ability to work effectively with both technical and non-technical stakeholders.

Preferred Qualifications:

  • Experience working with Department of State systems and processes.

  • Familiarity with consular affairs programs and technologies.

  • Relevant Oracle certifications.

Clearance Requirements:

  • Must be a U.S. Citizen.

  • Must be able to obtain and maintain a U.S. Secret clearance.

  • A current and active Secret clearance strongly preferred.

Physical Requirements :

  • Must be able to remain in stationary position for up to 50% of the time.

  • Must be able to deliver clear and effective communication both verbally and non-verbally to deliver updates; briefings; or interface with co-workers; leadership as well as customer.

  • Must be able to work in an office environment and be able to freely move within this space to utilize office equipment as well as interface with co-workers and customer.

  • Must be able to effectively use IT peripherals such as laptop, desktop, printer, fax machine, etc.

  • Must be able to deliver presentations as needed.

  • Must be able to review; decipher and understand program manuals; software/hardware manuals; training manuals; etc.
