Salary Grade: NC11/ Salary Range: $42,464 - $74,313
The position conducts reviews of driveway permits, encroachments, road additions, road abandonments and subdivisions. This position prepares technical letters and reports, attends planning/zoning meetings, and provides DOT comments to developers. Represents NCDOT on county and municipal technical review committees for commercial development projects that impact DOT's highway system.
This position will coordinate the inspection and follow-up in the field for driveway permits and encroachments. Assignments may include budgeting, computing preliminary construction estimates, work with contractors and the public to insure layouts, typical sections and grades meet standards. This person will assist higher level engineers in the design and contract preparation of roadway and structure construction projects. Work may include other duties and responsibilities as assigned.
Knowledge, Skills and Abilities / Competencies

Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups.

Computer experience including office software and familiarity with drafting software.
Additional Expectations
Evaluate and apply engineering judgment to construction plans, contract provisions and inspection procedures. Ability to perform independent complex inspections, maintain detailed records Ability to operate basic survey equipment, computer terminals and considerable knowledge of mathematical functions. Skills in use of office equipment; calculators and computers. Ability to read, interpret construction plans, contract provisions, specifications and inspection procedures, good communicative ability and supervisory ability. Train, coordinate and supervise subordinate employees. Communicate, establish and work in an outside environment including exposure to hazards on construction sites including heights, highway traffic, lifting heavy objects and traversing rough terrain in evaluation of highway construction. Must be able to work nights and weekends as required. Apply safety philosophy and program to all operations. Must be able to lift 50 lbs. Operate State vehicle.
Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
