Tiburcio Vasquez Health Center Learning and Development Manager in Hayward, California

The Learning and Development Manager at Tiburcio Vasquez Health Center (TVHC) plays a crucial role within the Human Resources Department and the broader organization. This position is responsible for developing and implementing effective training programs, driving change management initiatives, and evaluating current development programs to ensure alignment with TVHC’s strategic goals. This role collaborates closely with the Chief People Officer to develop and execute initiatives that support TVHC’s mission and values, driving organizational success through effective learning and development strategies.

Tiburcio Vasquez Health Center is a non-profit community health center that is dedicated to promoting the health and well-being of our community by providing accessible, high quality care by integrating primary care, dental care, WIC support, mental health counseling, community health education and more.

Compensation: $87,294 - $110,825 annualized, depending on experience.

Responsibilities:

Strategic Organizational Development Priorities

  • Collaborate with the CPO/Executive Team to align organizational development and engagement initiatives with strategic priorities.

  • Conduct needs assessments and gap analyses to identify areas where organizational development efforts can support strategic objectives.

  • Monitor progress towards strategic goals and adjust organizational development strategies as needed to ensure alignment and effectiveness.

  • Design and facilitate organizational development programs, including leadership development, team building, and change management initiatives.

  • Evaluate the effectiveness of organizational development efforts and make recommendations for continuous improvement.

Employee Engagement:

  • Develop and implement strategies to enhance employee engagement and morale.

  • Design and execute employee engagement surveys and analyze results to identify trends and areas for improvement.

  • Partner with department leaders to address employee feedback and implement action plans to increase engagement.

  • Plan and execute employee recognition programs and events to celebrate achievements and promote a positive work environment.

  • Coordinate and facilitate training sessions on topics such as leadership development, communication skills, and diversity and inclusion.

  • Evaluate the effectiveness of training programs and adjust as needed to meet organizational goals and objectives.

Talent Development:

  • Collaborate with HR and department leaders to design and implement talent development programs, including training and career development initiatives.

  • Identify high-potential employees and create individualized development plans to support their growth and career advancement.

  • Provide coaching and support to managers and employees to enhance performance and foster professional growth.

  • Evaluate the effectiveness of talent development programs and initiatives and make recommendations for enhancements.

Performance Review:

  • Develop and implement performance management processes and systems to assess employee performance and provide constructive feedback.

  • Train managers on performance management best practices and ensure consistency in performance evaluations across the organization.

  • Analyze performance data to identify trends and areas for improvement and make recommendations for enhancing performance management processes.

Benefits Administration

  • Oversee the administration of employee benefits programs, including health insurance, retirement plans, and other employee perks.

  • Serve as the main point of contact for employee inquiries regarding benefits eligibility, coverage, and enrollment.

  • Collaborate with benefits providers to ensure compliance with regulations and negotiate favorable terms for employee benefits packages.

  • Communicate updates and changes to employee benefits programs to ensure employees are informed and engaged.

Requirements

  • Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or related field preferred.

  • Minimum of 3 years’ experience in organizational development, learning and development or related field required, preferably in a healthcare or non-profit setting.

  • Proven experience designing and implementing organizational development and employee engagement initiatives required.

  • Demonstrated ability to lead and facilitate workshops, training sessions, and team-building activities required.

Qualifications:

  • Excellent communication and interpersonal skills, with the ability to build relationships and influence at all levels of the organization.

  • Strong project management skills with the ability to manage multiple priorities and deadlines effectively.

  • Proficiency in Microsoft Office Suite and HRIS systems preferred.

  • Deep operational mindset and proven track record in process optimization and execution.

  • Ability to lead/ project manage cross-functional teams working on complex, operational and strategic initiatives.

  • Stellar project management skills: proven ability to build, communicate, and track progress toward timelines and milestones.

  • Ability to work effectively in a fast-paced environment and adapt to changing priorities.

  • Creative thinker with a strategic mindset and a results-driven approach.

  • Ability to travel to designated locations.
