ANNOUNCEMENT OF VACANCY:
The Connecticut Technical Education and Career System (https://www.cttech.org/) (CTECS) seeks an outstanding educational leader for the position of Superintendent of Schools (Department of Education Chief of Educational Services (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=3039MP&R1=&R3=) ) and invites qualified and interested candidates to apply. This position:
Serves as Superintendent of a statewide and state-funded school system offering academic and technical education and post-secondary technical education.
Oversees the select central office staff, school administrators and CTECS staff members.
Works with the Executive Director to ensure the accomplishment of the System’s mission to prepare trade-bound students to meet the skilled workforce needs in Connecticut through exemplary trade and academic programming.
Will be able to articulate shared goals to all constituent groups and ensures that staff members are working in concert with the System’s strategic and operational plan.
Has substantial knowledge and experience in powering curricula, formative assessments and data-driven decision-making in the academic and trade/technology areas.
Demonstrates creativity and innovation thinking in an effort to achieve the System's vision, mission and goals.

ABOUT CTECS:
For over 100 years, CTECS has been the leading force in Career Technical Education (CTE) in the State of Connecticut. CTECS operates 17 diploma-granting technical high schools, one technical education center and two airframe mechanics and aircraft maintenance programs. The school system provides a direct employment pipeline for high school students and adult learners. The System serves approximately 11,200 full-time high school students. We offer 31 career technical education programs (https://www.cttech.org/programs/career-and-technical-education/) . Graduates earn a Connecticut high school diploma, CTE certificate in their field of study, and multiple stackable credentials giving them the “competitive edge.” These credentials include but are not limited to state occupational licensure, national technical skill competency certifications, and industry-recognized credentialing. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Education and the Connecticut Technical Education and Career System this class is accountable for administering programs and operations of statewide educational services to higher education institutions, local school systems and other state and federal agencies.
EXAMPLES OF DUTIES
Promotes the continuous improvement of student learning to ensure that all groups of students achieve at high levels.
Oversees and monitors data-driven school improvement plans, including professional development, instructional technology and teacher evaluation.
Serves as a spokesperson for the importance of career and technical education.
Ensures that the programs and instructional processes are sensitive to the cultural needs of the students.
Supervises the assistant superintendents.
Directs, administers, and coordinates the education program and the operation of all schools in the System in conjunction with administrators.
Establishes and maintains a program of public information designed to communicate objectives, needs, and accomplishments.
Develops procedures and techniques to recruit and retain highly qualified and diverse staff.
Directs and administers the supporting business and plant services of the school system in an efficient and economical manner.
Supervises methods of teaching, supervision and administration in the schools; directs 9-12 curriculum and staff development programs.
Supervises the enforcement of all statutes affecting the schools and the implementation of all federal educational programs.
Maintains a high level of visibility within the schools and at school and community events. Recognizes, encourages, and celebrates excellence in staff and students.
Oversees a professional development program.
Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
and ability to apply management principles and practices;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
An earned advanced degree and twelve (12) years of professional experience in the field of education or in a related area.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial capacity in the oversight of the development or administration of an educational bureau, system, operation, school or service.
NOTE:
Managerial capacity is defined as full time managerial responsibility for a major program. Position will have supervisory responsibilities but the emphasis should be management activities defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies, developing and/or monitoring a budget.
For state employees this experience is interpreted at the level of an Education Bureau Chief.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
An advanced degree and six (6) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may substitute for the General and Special Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess an appropriate certificate issued by the State Board of Education.
The Superintendent of the Connecticut Technical High School System must possess proper certification pursuant to Section 10-157 of the Connecticut General Statutes.
