    The State of Connecticut (https://portal.ct.gov/) , Commission on Human Rights and Opportunities (CHRO (https://portal.ct.gov/chro) ), are currently recruiting one (1) qualified candidate to join our team as a Human Rights And Opportunities Supervisor (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=4761SH&R1=&R3=) . This role will be a part of our Affirmative Action Unit located at 450 Columbus Boulevard, Hartford, CT.

    Position Highlights:

  • Full-time, 40 hours per week

  • First (1st) shift

  • Monday - Friday

  • 8:00 a.m. - 4:30 p.m.

    The Role:

    This position will supervise Human Rights And Opportunities Representatives (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=4778SH&R1=&R3=) engaged in the review of Affirmative Action plans. Additionally, along with other duties as needed, this position:

  • Oversee the activities of the Affirmative Action working group.

  • Perform reviews.

  • Act as a liaison for the centralization regarding Affirmative Action functions as proposed by the Department of Administrative Services.

  • Interface with the CHRO’s Commissioners regarding Agency Affirmative Action.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Commission on Human Rights and Opportunities (CHRO) this class is accountable for supervising Human Rights and Opportunities Representatives engaged in the review, monitoring and/or processing of Affirmative Action plans, State contract compliance or Housing and Urban Development (HUD)/CHRO complaints.

    EXAMPLES OF DUTIES

    Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development of policies and standards; ensures timely completion and submittal of all reports; may assist in implementation of training for state agencies and quasi-public agencies; coordinates activities of Affirmative Action, Contract Compliance or Housing Unit with other program and technical units of the agency; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs related duties as required. Affirmative Action Unit: Supervises review and monitoring of affirmative action plans submitted by state agencies or other respondents in conformance with commission enforcement action; supervises staff in identification of affirmative action non-compliance issues concerning state agencies; reviews, analyzes and evaluates summaries of recommendations of affirmative action plans for conformity with statutory regulations and agency requirements; reviews and monitors progress of investigative activity of all affirmative action plans filed with commission; prepares commission Affirmative Action plan; assists in preparation of annual commission report on status of affirmative action in state government; performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    Considerable knowledge of employment problems of minorities, females and other affected groups; considerable knowledge of elements of affirmative action programs; considerable knowledge of Equal Employment Opportunity laws, regulations and guidelines; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of scope and responsibility of affirmative action organizations; knowledge of scope and responsibility of HUD/CHRO compliance; knowledge of interviewing and counseling techniques; knowledge of merit system selection process including recruitment, examination, classification and certification; some knowledge of social psychology and its application; considerable interpersonal skills; considerable oral and written communication skills; ability to develop and implement affirmative action plans; investigatory ability; ability to compile, analyze and evaluate personnel records and statistical charts and graphs; supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of professional experience in the areas of investigating discriminatory practices and complaints, civil rights enforcement or advocacy, legal or adjudicative work, human resources management, or equal opportunity and/or affirmative action.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been full time employment working at a technical level with employment problems experienced by protected groups.Note: Technical experience will be interpreted at the professional working level. For State employees, this is interpreted at the level of Human Rights and Opportunities Representative.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.2. A Master’s degree in public administration or social and/or human services areas which are directly related to the General Experience may be substituted for one (1) additional year of the General Experience.3. A law degree may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

  • Supervisor experience

  • Experience in Community Outreach

  • Experience using Microsoft programs such as Outlook, Excel, Word and Teams

  • Experience in Equal Opportunity
