The Department of Health (DOH) is seeking a Public Health Program Administrator to monitor existing contracts for operational and fiscal compliance; develop contracts/contract change transactions that allow grantees to provide consultation on the current implementation of infection prevention/control and other healthcare emergency preparedness measures; and works as part of a team to incorporate new grant monitoring constructs within existing Commonwealth structures, all with the overall objective of providing services to the PA Long-Term Care (LTC) communities to implement long term resilience against infectious disease outbreaks and other emergency scenarios.

DESCRIPTION OF WORK As a Public Health Program Administrator, you will be responsible for performing and serving as administrator for a portfolio of grant awards that may total more than $20M. You will ensure excellence in preparation, implementation, monitoring, management, and reporting for multiple grants and be responsible for collaborating with staff to ensure timely completion of all grant deliverables, supervising budgets to ensure appropriate and on-schedule grant spending and facilitation of internal and external reports, and providing timely grantee reimbursements through the Commonwealth accounts payable system(s). In this role, you will assist with planning and organization of external collaboration and coordination related to the LTC activities within ELC-ED, ELC-ED Supplemental and other grant components. You will also provide evidence-based recommendations for program process improvement to the LTC Program Manager and/or Long Term Care Transformation Office Director to assure that program resources are targeted to all Pennsylvanians, and particularly vulnerable communities, using program resources and community services.

This position requires maintaining current knowledge of state and federal standards, regulations, and guidance from the Centers for Disease Control and Prevention, the Health Resources and Services Administration, the U.S. Food and Drug Administration, the Council of State and Territorial Epidemiologists, and federal agencies as it relates to public health program intervention, prevention and awareness issues.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch. Alternative work schedules may be available. Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Employee works from an alternate worksite on all workdays, except those occasional days when required to report to a physical location, including the headquarters, or other sites, for meetings, training, other on-site duties, or as directed by a supervisor. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Public Health Program Associate 2 (commonwealth title); or A bachelor's degree and two years of professional experience in the development, analysis, or monitoring of programs, grants, or contracts i health, human services, social or behavioral services, health care services, or health insurance; or An equivalent combination of experience and training.
