Responsibilities
Responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. Also responsible to define the projects objectives and oversee quality control throughout its life cycle. Key attributes leading to the determination of upward progression in this career family include: project complexity, risk, team size, business volume, contract type, and political/client/business sensitivities.
Our team is looking for a technical project manager with experience building and managing technical teams who deploy software into high risk / high consequence environments. You understand how to build strong technical teams, manage communication channels between internal and external stakeholders, and ensure that deliverables meet expectations within schedule and budget commitments.
How You Work:
Mission-Critical Development:
Lead multi-disciplinary technical project teams that design, develop, test, and deploy software applications that directly contribute to the nation’s mission objectives
Lead engagements and collaborate with Government and Industry partners to understand mission needs, requirements, and translate them into robust and scalable software solutions
Innovative Problem Solving:
Lead multi-disciplinary project teams technical teams to tackle complex technical challenges with creativity and innovation
Facilitate workshops, team meetings and other working sessions where the teams propose and implement solutions that go beyond conventional approaches, ensuring the software we deliver is both efficient and impactful
End-to-End Ownership:
Take ownership of the entire software development lifecycle, from initial concept to deployment.
Ensure the reliability, security, and performance of mission-critical software systems
Collaborative Teamwork:
Work in an agile environment with multidisciplinary teams, including software engineers, cloud engineers, machine learning engineers, data scientists/domain experts, UX/UI, front-end developers, scrums masters, product owners, and most importantly, USERS.
Engage with other program managers, project managers, and task leads to drive consistency in work execution and management.

Qualifications
Minimum Qualifications:
BS/BA and 9+ years of relevant project management experience -OR-
MS/MA or higher and 7+ years of relevant project management experience
Preferred Qualifications:
Degree in Business Administration with experience leading technology implementation projects
Experience working with senior level Department of Homeland Security staff
Knowledge of CBP National Targeting Center operations (NTC)
Experience interfacing with Homeland Security Investigations (HSI)
Experience engaging directly with Sponsors and demonstrating influence over project direction and implementation.
Experience running Agile Software Development Teams in both a Scrum and Kanban environment.
Experiencing facilitating the Agile process including sprint planning, backlog grooming, demo/retro discussions.
Strong understanding of the full software development lifecycle, software engineering, and data management best practices
Understanding of cloud architecture and implementation experience
Experience with leading teams that transition research code, proof of concept, and/or prototype systems to a deployed system
Experience leading machine learning teams in the development of cutting edge algorithms and machine learning pipelines
Active Federal Q Clearance and ability to maintain such clearance

Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
