DESCRIPTION OF WORK

In this position, you will be responsible for conducting technical labor relations activities that may include contract negotiation assignments, arbitration research, grievance investigation, administration, and resolution. You will serve as the chief negotiator or principal advisor to the chief negotiator for Act 195 units representing public sector employees, chief advocate for Act 111 unit interest arbitration proceedings, and the Commonwealth's chairperson on Joint Area and Joint State Committees. As the Commonwealth's advocate in complex arbitration cases, your work will include cases that have statewide, precedent setting impacts.

You will also instruct agency management and supervisory personnel in a formulated training course about discipline and grievance handling, including Accelerated Grievance Procedure (AGP) training. Related responsibilities involve advising agencies and staff within the Office of Administration in all areas of contract interpretation and administration, as well as providing advice on a full range of day-to-day labor relations and contract administration issues, including drafting of side letters. Work Schedule and Additional Information: Full-time employment Work hours are 7.5-hour day. Work schedule is flexible between 8:00 AM and 5:00 PM, Monday - Friday, option of a 30- or 60-minute lunch. This position may be eligible for an Alternate Work Schedule (AWS). Telework: You may have the opportunity to work from home (telework) part-time. This position works in the office 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Personnel Analyst 4 (Labor Relations); or Five years of professional labor relations experience as a union or management representative, labor mediator, or arbitrator which included two years of experience negotiating local or unit agreements, or presenting cases in arbitration; or Any equivalent combination of experience and training. A master's degree in public administration, labor relations, industrial relations, labor economics, labor law or a related field may be substituted for up to two years of general experience.
