The Division of County Support is seeking a Fiscal Management Specialist 4 to supervise technical work in the oversight of the statewide budgetary analysis for the Office of Children, Youth and Families' (OCYF's) $2B child welfare Needs-Based Plan and Budget (NBPB) Program. DESCRIPTION OF WORK As a Fiscal Management Specialist 4, you will be responsible for participating in and overseeing three units of staff engaged in the formulation, coordination, review, and analysis of County Children and Youth Agencies (CCYA) and Child Residential Providers' annual budgets and CCYA's invoices for federal funding. You will direct the review, analysis, and synthesis of data as it relates to budget information, client projections, service levels, county operations, contracting, and program development. You will also provide consultation to management, regional, County Children Youth Agency (CCYA), and Juvenile Probation Office (JPO) staff on the resolution of sensitive fiscal-related issues. This role requires extensive knowledge of federal and state regulations, as well as policy required to develop fiscal procedures and controls.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch (negotiable). Telework: You may have the opportunity to work from home (telework) part-time up to two days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. Check your email, including spam/junk folders, for these notices.   REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Fiscal Management Specialist 3; or Three years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or An equivalent combination of experience and training.

Other Requirements: This particular position also requires applicants to possess at least two years of full-time professional fiscal administration experience in a child welfare-related program.
