Purpose

The Economic Opportunity Manager oversees Matching Grant Employment Services and Preferred Communities programming for vulnerable clients served by the CWS-Harrisburg office. The Economic Empowerment Manager hires, onboards and supervises a team of 7-10+ Employment Specialists (both senior and entry level), Intensive Case Managers and Case Aids. The Manager liaises with local employers, Departments of Social Services, County Assistance Offices and State Refugee Coordinator, facilitates outreach to area employers, oversees employment program volunteers and interns, and supports refugees to help them reach financial self-sufficiency in the United States. The position has responsibilities related to program monitoring, compliance, data analysis, training, technical assistance, and proposal and report writing. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner.

Responsibilities

Essential Duties: Program Management

 

  • Recruit, hire, train, supervise, and evaluate employment staff and intensive case managers in accordance with CWS personnel policies and guidance from CWS Human Resources.
  • Promote teamwork, coordinate the workload of employment and case manager staff, delegate responsibilities, and hold staff accountable.
  • Ensure professionalism and quality employment and intensive case management services. Provide ongoing training to employment staff and case managers on program developments and service requirements.
  • Monitor general client well-being and conduct periodic case file reviews to ensure compliance. Ensure clients are connected to in-house support and make referrals to external service providers.
  • Identify support services that may assist clients in becoming self-sufficient, such as ESL, transportation, financial literacy training, immigration services, and childcare.
  • Ensure coordination among the different components of integration programming and with community partners.
  • Oversee documentation of all contacts and services in client case files and maintain case note logs. In addition to documenting all services, ensure team members are recording clients' employment-related progress in case files and master tracker, including compliance, job offers, all placements, job retention, public assistance usage, follow-up on placements, and possibilities of upgrades.
  • Review and submit funder-required reports. Liaise with employment program funders on behalf of CWS-Harrisburg.
  • Monitor contract compliance for CWS-Harrisburg employment programs. Ensure that contract performance demonstrates appropriate progress toward contract goals. Hold direct service staff accountable for their roles in achieving contract goals.
  • Conduct regular case file review to ensure documentation compliance with funder requirements.
  • Develop partnerships with volunteers, mentors and community organizations that support refugees' upward mobility.
  • Organize/coordinate CWS classes supporting refugee family self-sufficiency.
  • Support volunteers engaged with CWS employment clients.
  • Stay up-to-date on employment program changes, best practices and funder requirements. Coordinate regular trainings for employment and case management staff on pr gram changes and train new staff on program guidelines and compliance.
  • Facilitate and support innovation in CWS-Harrisburg integration program.

Grant Management:

 

  • Prepare grant proposals and give input to budgets for the Extended Services Programs.
  • Identify new areas of need and potential funding opportunities to strengthen programming under the integration area.

Supervisory Duties:

 

  • Coordinates and oversees the work of Employment Specialists, Intensive Case Managers and other staff as needed.
  • Leads the CWS-Harrisburg Integration Services team in conducting all duties in a culturally/linguistically/gender-sensitive manner and in respect of DEI norms of conduct as established by CWS.
  • Provides program staff with ongoing coaching, mentoring, training, feedback and guidance to improve performance, and completes annual performance evaluations.
  • Promotes teamwork across program areas, by improving communication, fostering collaboration on overlapping tasks, and optimizing results across areas in a synergistic way
  • Manages the workload of team staff, and delegates responsibilities.
  • Works with CWS Harrisburg Site Director, Associate Director of Integration and CWS HQ program liaisons to provide ongoing training to staff on program updates and service requirements.
  • Communicates regularly with the Associate Director on matters pertaining to the integration services.
  • Assists the Site Director and Associate Director in general community outreach, with an emphasis on establishing new community partnerships and resource development.

Other Essential Duties:

 

  • Advocate on behalf of refugees, and refugee-serving voluntary agencies.
  • Attend trainings and conferences as requested by supervisor.
  • Keep informed about refugee and immigrant issues, and available services to refugees, using current information to better identify and serve refugee clients.
  • Represent CWS-Harrisburg at speaking engagements relevant to the responsibilities of the position.

Qualifications

Experience:

  • Minimum 6 years' experience in refugee resettlement required.
  • At least 2 years' experience mentoring and training staff is required.

Skills:

  • Fluency in a refugee language preferred but not required.
  • Ability to work in a multi-cultural environment required.
  • Excellent leadership skills and strong written and verbal communication skills required.
  • Commitment to diversity, equity, and inclusion and willingness to support CWS' Platform on Racial Justice as a CWS employee required.
  • Computer literate, with strong proficiency in MS Office (Excel, Word and Access) and internet applications required.

Education & Certifications:

  • Bachelors' degree in related field or equivalent work experience in lieu of degree

Special Requirements

 

 

  • Work varied hours, including occasional evenings and weekends.
  • Must be willing and able to travel within PA, occasionally on short notice
  • Must have valid reliable transportation. Mileage accrued while executing work responsibilities is reimbursable by CWS.
