Sierra Nevada Corporation Purchasing Agent II in Hagerstown, Maryland

As a Purchasing Agent II, you'll be using your skills and expertise to purchase materials, supplies, and services on the most favorable terms for the organization. You'll be responsible for qualifying our suppliers, monitoring and ensuring our supplier quality and delivery, evaluating bids, negotiating prices and terms for purchased goods and services, tracking purchases, and maintaining a current database of our supplier information. Additionally, you'll work on complex procurements of significant dollar value, as well as manage multiple service type contracts.
The Mission Solutions and Technologies (MST) business area provides affordable, turn-key command/control, communications, integrated ISR, force protection and security solutions worldwide. The MST team has a long legacy of supporting the Department of Defense, Department of Homeland Security, commercial and international customers with years of experience in platform operations, engineering and full lifecycle management across domains – air, land, sea, space and cyber.
Responsibilities:
Preparing bid packages
Developing evaluation criteria
Analyzing and evaluating proposals
Negotiating procurement provisions
Selecting or recommending new suppliers
Administering procurements
Administer standard procurement agreements, such as Firm Fixed Price (FFP), through the entire procurement lifecycle
Participate and lead minor to moderate negotiations of terms, price, and schedule
Monitor supplier performance
Qualifications You Must Have:
Bachelor's Degree in a related field and typically 2+ years of relevant experience
Higher education may substitute for relevant experience
Relevant experience may be considered in lieu of required education
Supply chain or logistics experience
A "can do" attitude
Ability to resolve conflicts in a professional manner
Ability to critically think about situations and/or problems (ie. How does this decision impact future business?)
Excellent time management skills (ie. ability to identify & understand priorities)
Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams, OneNote, One Drive, Share Point, Etc.)
Navigation/Understanding of FAR/DFARS and similar USG Acquisition provisions
Pre-Solicitation/Solicitation Experience (Source Selection, Supplier setup/qualification)
Pre-Award Experience (Price Analysis, Market Research, Procurement Summaries, Negotiations)
Award/Post Award Experience (Total Procurement Ownership, Modifications, Invoicing, Closeout)
Audit Experience (AS9100, CPSR, DCAA/DCMA Periodic Audits, Incurred Cost Audits, Security Audits, FAA Audits, etc.)
Total Procurement Management (Source to Pay) experience at and below $35k with no supervision
Qualifications We Prefer:
Working knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) compliance
Basic accounting skills
Procurement experience
Typically, 2-3 years or more of relevant experience
Higher education may substitute for relevant experience

SAP Concur Experience
Ivalua Procurement Software
The ability to obtain and maintain a Secret U.S. Security Clearance is required
Estimated Starting Salary Range: $64,853.15 - $89,173.08. Compensation varies depending on a wide array of factors, such as candidates' key skills, relevant work experience, and education/training/certifications. The disclosed range estimate may be adjusted for any applicable geographic differential associated with the location at which the position may be filled.
