Join our dynamic team as the Mission Solutions and Technologies (MST) Deputy Program Manager, leading the forefront for Airborne Intelligence, Surveillance and Reconnaissance (A-ISR) programs. In this pivotal role, you will develop strong customer relationships, steer business growth, and execute strategic initiatives. You will provide support and collaborate with the Program Manager to lead a large-scale contractor-owned, contractor-operated (COCO) A-ISR Task Order. Your oversight will include integration and test, pre-deployment, deployment, and long term sustainment of OCONUS A-ISR operations. You will assist in all areas of operational execution and aspects of the contractual deliverables, cost, and schedule to achieve all key performance indicators, service level agreements, and MST strategic objectives. Responsibilities:
Continual support to ATHENA Program Manager (PM) in planning and execution of contract ensuring all program requirements and objectives are met on schedule and within the authorized budget.
Serves as the primary point of contact in the absence of the PM
Manage project scope to include project initiation, scope planning, scope definition and scope change control activities.
Conduct schedule management including task/activity definition and sequencing, resource estimating, task duration estimating, and schedule control activities.
Assist with timely completion and delivery of CDRLs.
Identify and mitigate risks to ensure successful program outcomes.
Engage with customers to understand their needs and ensure their satisfaction with program deliverables.
Manage relationships with stakeholder, team members, an other relevant parties.
Prepare program status reviews and other formal reviews to be presented to internal and external customers.
Ensure timely recruitment and training of program staff to satisfy contractual obligations.
Ensure contract requirements are executed in accordance with appropriate regulations and company policies and procedures.
Coordinate with Contracts Management on issues pertaining to contract requirements, changes and interpretations.
Lead Integrated Project Teams (IPT) to develop, maintain, and communicate requirements to support program execution.
Notify and seek management assistance in resolving schedule and budget problems as they arise. Develop and implement corrective action plans when deviations from budgets and/or schedules are evident.
Ability to multi-task in a high pressure, fast-paced environment.
Must-haves:
Bachelor's degree in Business, or technical related discipline
Relevant experience may be considered in lieu of required education
Higher education may substitute for relevant experience
Proficient leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviews
Requires ability to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, drive for success, challenge status quo, and demonstrate the ability to adapt to dynamic situations
Experience in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and literacy in the program management disciplines.
Experience with the evaluation of requests for proposals and/or quotes. Experience with preparing, reviewing, and submitting proposals and/or quotes.
Thorough understanding of all phases of design lifecycle management to include requirements, design, integration, test, and sustainment
Advanced knowledge and understanding of industry best practices and techniques for program management, science, and engineering programs
Possess advanced technical knowledge and experience; working knowledge of industry trends and historical context
Proven ability to work with department-level business leaders and to provide leadership within the workplace
Strong organizational, interpersonal, and communication skills, including the ability to clearly express technical concepts in verbal and written forms; ability to tailor conversations to adapt to technical vs. non-technical audiences
Prior experience developing and maintaining product line technical baselines that support multiple programs, ensuring consistency, continuity, and configuration control
Experience developing technical proposals and cost volumes
Ability to support program and technical reviews, and provide guidance to staff on technical solution synthesis
Strong aerospace systems engineering background with applicable Jet Aircraft design, integration and test experience
Have minimum of two years of experience in the last ten yrs working A-ISR programs
Active Top Secret Clearance is required with eligibility for SCI at time of hire
Preferred:
Master's in Engineering, Aviation or Management and typically 10+ years of program management experience
Understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS)
Working knowledge of Program Management Institute Program Body of Knowledge (PMBOK)
Program Management Professional (PMP) Certification
Managing projects using Capability Maturity Model Integration (CMMI), agile, and or spiral development models
Managing projects requiring Earned Value Management
Understanding with application tools and data architectures
Ability to reinforce the usage & application of Corporate PM tools.
Ability to lead PM process & tool improvement for the Enterprise.
Ability to keep program management informed of function & process changes within project controls.
Ability to enhance program management expertise in the staff
Ability to establish centralized, coordinating body for PM concerns, recommendations, & issues; developing recommended process improvements; facilitating opportunities with Enterprise Program Finance
Ability to establish new & further refining existing templates, tools, & guidelines for program documentation & execution
Experience with ensuring compliance with approved Corporate and ISO 9001:2000 Policies and Processes
