Description

The Talent Acquisition Specialist is responsible to plan, develop and implement recruitment and staffing strategies for assigned department service line with special emphasis on a well-qualified and diverse pool of candidates, exceptional internal and external customer support, process improvement, and cost effectiveness. Responsible for managing all aspects of the Recruitment Life Cycle as well as participating in team projects.

Essential Job Functions

  • Assists with preparing/placing classified and on-line advertising as needed.

  • Tracks applicants with regard to scheduled interviews, disposition of interview, reference check dates and offer/start dates.

  • Assists with benefits, compensation functions, and special projects, as required.

Specialty Essential Functions

  • Recruitment

  • Proactively develops and executes effective recruitment strategies to enhance talent pool for Independence Health.

  • Coordinates necessary campaigns to target and attract robust candidate pipelines across a diverse range of business areas leveraging technology, social media sourcing and branding tools to support attraction.

  • Organizes and executes recruitment events for Independence Health. Attends external recruiting events as a representative of Independence Health promoting a positive organizational image with professional branding campaign

  • Participates in education programs that offer students in secondary and elementary schools to market diverse healthcare opportunities as their profession of choice.

  • Tracks and analyzes recruitment efforts through regular reporting/metrics to maintain LEAN practice and continuous improvement efforts.

  • Reviews applications in Applicant Tracking System, selects candidates for screening in conjunction with the hiring manager.

  • Performs behavior, competency and skill-based interviews to assess candidate qualifications against agreed upon job description requirements

  • Partners with hiring Mangers to select top quality candidates for hire. Makes all official job offers.

  • Ensures references and criminal background checks are completed as well as processing of all necessary back end new hire paperwork

  • Partners with the compensation department and communicates appropriate compensation offer for candidate, utilizing Independence Health Pay Practice Guidelines.

  • Determines and communicates appropriate benefit package information for candidate, at the time of interview

  • Follows all established standard work guidelines relating to correspondence to applicants and employee

  • Ensures follow up with all candidates post interview.

  • Maintains documentation on Sign-on Bonus.

  • Prepares and maintains files on Sign-on Bonus Agreements.

  • Tracks and initiates payments to employees receiving Sign-on bonus.

  • Communicates with employees and management, as necessary.

  • Answers questions regarding Human Resources policies, procedures, laws, standards and government regulations as required. Stays current with policy and legal updates.

  • Brings appropriate questions and issues related to these communications to human resources management personnel as necessary.

  • Verifies licenses/registrations/certifications on all new hires prior to job offer.

  • Performs primary source verification on all new hires.

  • Professional Practice

  • Represents Independence Health career opportunities in the community.

  • Acts as a liaison with ancillary departments to review and implement practices within Independence Health for the clinical and process improvement.

  • Guides and facilitates the development, implementation of system-wide policies and procedures.

  • Stays current on market trends and practices as relates to sourcing methods and ensure knowledge sharing, coaching, and mentoring occurs.

  • Conducts/Assists in Training and project opportunities

  • Conducts New Manager onboarding trainings.

  • relates to sourcing methods and ensure knowledge sharing, coaching, and partners with team to create and present employment related trainings as needed.

  • Participates in LEAN Continuous Improvement as associated with Shared Services or other cross organizational projects.

Required Qualifications

  • Bachelor's Degree in related field, OR previous human resources /recruiting experience in lieu of Bachelors level degree.

  • Requires an advanced knowledge of recruiting practices and exceptional leadership abilities, which include, but are not limited to, interpersonal/human relation skills and ability to maintain and improve service excellence.

  • Strong leadership ability, good organizational skills, independent and critical thinking skills, and sound judgment.

  • Strong ability to communicate complex and/or controversial topics and concepts to a wide and diverse audience.

  • Ability to multi-task and prioritize assignments

  • Functional Skills on PC and Related Software (Microsoft Office)

  • Knowledge of basic Office Equipment such as copier, fax machine, etc.

  • Proficiency in the use of Excel Spreadsheets, PowerPoint, and various software programs

Preferred Qualifications

  • Professional in Human Resources (PHR) certification is preferred. Prior Healthcare recruiting experience. Prior experience with Applicant Tracking Systems and social media sourcing.

License, Certification & Clearances

  • Act 34-PA Criminal Record Check from the PA State Police system

Supervisory Responsibilities

  • This position has no direct supervisory responsibilities, but does serve as a coach and mentor for other positions in the department.

Position Type/Expected Hours of Work

  • Incumbent will be scheduled based on operational need (rotate shifts, standby, on-call, etc.).

  • Travel may be expected locally among locations.
