Qualifications Position Summary: Manages all aspects of running the agency's diverse facilities. As a member of the Executive Team, the position is responsible for departmental budgeting, facility maintenance, purchasing, planning, and other activities related to operating large-scale facility operations. Supports the safety and security of everyone in and around agency facilities as well as supporting profitability and growth. Establishes and manages relationships with outside vendors and contractors; negotiates contracts and ensures entities deliver services and goods as expected. Manages facility maintenance, janitorial, and food service departments. Establishes short- and long-term facility maintenance strategic planning.
Duties Performed: Develop and implement a comprehensive multi-year facilities management plan, forecasting the agency's future growth and needs. Create and manage approved budgets and resources for the Facilities and Food Services departments with input from departmental management staff. Provide regular updates to the Supervisor on the facilities program status with regards to scope, budget, and schedule, including addressing relevant requirements and special projects. Consult and collaborate with the Executive Team to provide solutions on maintenance and facility-related changes and concerns; provide input in capital improvement projects. Coordinate and manage maintenance and construction projects; submit contractor proposals to the Senior Executive Team (SET), as appropriate, for review and approval. Participate in the selection of consultants and contractors; obtain and review qualifications and proposals; negotiate the scope of services and contracts. Provide agency standards to contractors and serve as the point of contact between agency and contractors; establish and maintain strong relationships with contractors. Provide input on floor plan design, plumbing, heating, and electrical systems, access control, etc. Remain current with latest and emerging industry regulations and codes relative to mechanical a d electrical systems design and operation. Research equipment, supply, and service vendors; identify and secure cost-effective resources; engage in appropriate contracted services and/or order equipment/supplies. Review for approval all departmental supply purchases for maintenance, janitorial, and food service needs. Research and purchase agency vehicles as approved by the Chief Executive Officer (CEO). Assure effective fleet management to include compliance with timely service/maintenance and adherence to vehicle use policy. Work with other departments on the design and management of access control installations. Manage key systems; resolve equipment malfunctions, as appropriate. Monitor the delegation and prioritization of maintenance and janitorial requests to ensure timely and quality completion. Ensure 24-hour provision of maintenance emergency services for all agency locations. Monitor exterior aesthetics, accessibility, and safety of properties including but not limited to snow removal, lawn maintenance, and landscaping. Respond to requests for information and assistance from other departments, developers, consultants, and the public concerning facility projects.
