Job Summary

The Undocumented Student Resource Advisor serves as the primary liaison for undocumented students and mixed-status students in streamlining access to financial aid and academic support to successfully matriculate to degree completion which includes vocational students, undergraduate students, and professional-track students. Responsibilities include but are not limited to leading the design, implementation, monitoring, and evaluating of information, education, programs and training for the emerging needs of undocumented and mixed-status students. The Undocumented Student Resource Advisor serves as a student advocate, as well as a resource and liaison to College of Lake County leadership, faculty, staff and community partners in navigating changing immigration policies. This position will report to the Director of Student Academic Success.

Required Qualification(s)

  1. Bachelor’s degree in psychology, education, communications or a related field with a minimum of two (2) years of professional work experience in secondary education, post-secondary education or human services OR Master’s Degree in psychology, education, communications, counseling or a related field and one (1) year of professional work experience in secondary education, post-secondary education or human services

  2. Demonstrated knowledge and understanding of unique issues that impact undocumented students and students from mixed-status families.

  3. Extensive knowledge of community-based resources and opportunities available to undocumented students and their family members.

  4. Possess familiarity with current and proposed local, state, and federal laws that impact undocumented and mixed status students and their family members.

  5. Demonstrated personal integrity, ability to form effective partnerships, ability to collaborate with others and work in a team environment.

  6. Demonstrated high level of responsiveness to students or clients and the campus community.

  7. Possess excellent organizational skills and the ability to manage multiple priorities with diligent attention to detail and accuracy.

  8. Experience working independently, prioritizing workflow, solving problems and making decisions.

  9. An effective and exceptionally skilled communicator, specifically as it relates to verbal, written communication, and active listening.

  10. Ability to develop and deliver effective presentations online and in small and large group settings.

  11. Experience using or ability to learn technologies (i.e. student enterprise software, MS Office, etc.).

  12. Ability to work flexible hours including some evening and weekend hours consistent with student and institution needs.

  13. Ability to hold office hours at each of CLC’s campus locations (Grayslake, Lakeshore, Southlake, and Advanced Technology Center) on an as needed basis. A minimum of one (1) day per week will be scheduled at the Lakeshore Campus.

  14. Proven ability to work effectively and constructively with persons of diverse cultures, language groups, and abilities; demonstrate sensitivity to and ability to work with the diverse academic, socioeconomic, cultural and ethnic backgrounds of community college students, faculty, and staff, including those with disabilities; establish and maintain effective working relationships with those contacted in the course of work.

Summary of Essential Functions

Student/Customer Services (50%)

  1. Serve as the primary advisor for undocumented and mixed status students for the College of Lake County. Meet with and be accessible to students on all CLC campuses/locations, virtually and off-campus through appointments, office hours and ad hoc meetings. Establish and foster connections and ongoing support for students.

  2. Assist students in identifying and utilizing culturally-relevant college and community resource supports that meet their individual needs and contribute to enrollment, persistence and completion including financial aid, academic support and career services. Partner with College and Career Navigators, Academic Success Advisors and Community Resource Coordinator to provide resources and support to students.

  3. Develop and maintain communication and outreach through the public website, student portal, new student orientation and campus events. Participate in college fairs and outreach programs sponsored by community partners and high schools in collaboration with Student Recruitment and Onboarding.

  4. Serve as Advisor/Co-Advisor for the CLC Fearless Dreamers Alliance student organization. Adhere to advisor expectations as determined by Student Activities and Inclusion.

  5. Collaborate in the development, implementation and assessment of outreach programs and workshops with campus partners such as Student Activities and Inclusion, UndocuAllies and Diversity Council.

  6. Establish relationships with other educational institutions and undocumented student liaisons to develop program resources and a support network for undocumented students.

Project and Process Management/Leadership (40%)

  1. Ensure that students receive equitable and inclusive access to CLC’s retention and matriculation programs. Implement strategies to ensure undocumented students and mixed-status students receive assistance in navigating financial aid challenges and accessing resources that support retention and completion including academic and career advising, academic support and health and wellness services.

  2. Establish and implement a plan of short- and long-term goals, objectives, professional development and training opportunities to increase staff and faculty awareness of the best practices that support students directly impacted by immigration policies. Collaborate with campus stakeholders through CLC shared governance on the long-term planning and campus resources accessibility for current and prospective undocumented and mixed-status students.

  3. Review student data using college dashboards and data systems to identify trends and regularly monitor the academic progress, success/completion rates and student progress of undocumented students towards completion/graduation. Collect information and provide data on academic and resource needs of undocumented students.

  4. Provide subject matter expertise to CLC leadership, staff and faculty on policy and procedure for creating an inclusive educational and supportive environment for undocumented and mixed-status students. Serve as a resource to the College community regarding policy, procedural, legal, and DACA immigration law and policy impacting undocumented and mixed-status students.

  5. Collaborate with leaders among related student support services (such as Financial Aid, Enrollment, Registration, Advising, Counseling and Psychological Services) to identify, address, and resolve issues impacting undocumented and mixed-status students. Develop and implement proactive measures focused on effectively serving undocumented students, ultimately increasing their enrollment, retention and completion rates.

  6. Inform and advise CLC leadership on high-impact student services, campus climate issues and other complex and rapidly changing immigration policies impacting undocumented and mixed-status students. Recommend changes and improvements related to undocumented and mixed-status student needs.

  7. Advise on operational policies and administrative practices across campus departments to assist in ensuring compliance with state and federal regulations in partnership with the Director of Student Academic Success and the Director of Diversity, Equity and Inclusion.

  8. Serve on college and external committees that enhance institutional and state efforts to support undocumented and mixed-status students, including active collaboration with the UndocuAllies committee.

  9. Collaborate with a statewide network of liaisons to proactively provide best practices for higher education, and legislative and immigration policies for Illinois.

  10. Submit best practices for the annual Illinois Dream Fund report with guidance from the Director of Student Academic Success.

Other (10%)

  1. Attend on-going training and outreach with the Illinois Dream Fund Commission for professional development, workshops, seminars, and programs for students, staff and faculty to educate and raise awareness of issues relevant to undocumented and mixed-status students.

  2. Remain current with legislation and policy changes through professional development through agencies and association including the Illinois Dream Fund Commission.

  3. Perform other duties assigned that support the mission, vision, values and strategic initiatives of College of Lake County and goals of the Student Development unit.
