About This Role Textron Systems Electronic Systems is looking for a Program Director to support its growing Test & Training business in Goose Creek, South Carolina. In this role the Director leads the Program Management staff in execution of all contracts within the business line in accordance with the Annual Operating Plan and Long-Range Plan. The leader will serve as a primary customer point of contact for all areas of Program execution. The Program Director is also responsible for the execution of proposal activities within the business line and is the principal advisor on all business-related matters for Programs. Responsibilities
Ensure the Program team is accountable for Performance, Schedule, and Cost requirements of the program and lead all internal and external Program Management Reviews.Monitor the Program team to ensure they are performing to tasks effectively and efficiently and within the customer and business line program objectives.Direct all phases of the Program (inception to close-out) and monitors and helps train compliance to program management processes for executionDrive execution of Opportunity & Risk management excellence across the Program portfolioAnalyze capture and execution decisions for impact on profitability of the overall T&T business portfolio.Partner with Business Development to develop new business and/or expand product lines with current and potential customers. Develop capture and negotiation strategies for key pursuits and proposals.Partner with Business Development in the preparation of proposals, additional work requests, business plans, work statements and specifications, operating budgets and financial terms/ conditions of contractsParticipate with Contract Managers in negotiations of new program awards and contract changes to existing programsCollaborate across a matrix organization that executes new product development, engineering, manufacturing operations, supply chain management and post-delivery support.Work closely with the Integrated Supply Chain functional organization in the identification, negotiation, managing and closing SubcontractorsRecruiting top Program Management Talent to drive Program Execution Excellence
Qualifications

Bachelor's Degree required in Engineering sciences or related field.15 years of directly related experienceMaster's Degree in Business preferredProject Management Institute (PMI) certification as a Project Management Professional (PMP) or equivalent preferredExperience with management of large defense sub-contractors preferredDemonstrated ability to interact effectively with customers, management, peers - both internally and externally.Proven experience exercising a high degree of tact, objectivity, and diplomacy to obtain program and financial objectives.Excellent communication skills inclusive of both oral and written presentation.Travel up to 20% of the time to customer and key subcontractor sites.
