Koniag Professional Services, a Koniag Government Services company, is seeking an experienced Policy Analyst to join our team supporting the Department of Energy (DOE) in analyzing and evaluating classification, Unclassified Controlled Nuclear Information (UCNI), and other Controlled Unclassified Information (CUI) activities as they relate to classification policy, classification support, and nuclear nonproliferation policy.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Conduct independent studies and perform analyses of classification, UCNI, and other CUI activities as they affect classification policy, classification support, and nuclear nonproliferation policy.

  • Assist in evaluations of classification, UCNI, and CUI programs as required.

  • Analyze a broad array of Federal Government regulations and statutes, specifically the Atomic Energy Act of 1954, as amended, E.O. 13526 (its predecessors and successors), E.O. 13556, 10 CFR 1045, 32 CFR 2001 and 2002, 10 CFR 1017, DOE Order 471.1B, DOE O 475.2B, and DOE O 471.7.

Requirements

Education:

  • Bachelor's degree from an accredited university or college in political science, international affairs, public policy, engineering, physical science, or nuclear science.

  • Master's degree in a relevant field is preferred.

  • Top- Secret clearance required.

Work Experience, Knowledge, Skills & Abilities:

  • At least three (3) years of classification or UCNI policy experience with a high level of expertise relative to classification and UCNI policy, including detailed knowledge of the Atomic Energy Act of 1954, as amended, Executive Order 13526, 10 CFR 1045, and 32 CFR 2001.

  • Demonstrated record of writing concisely and clearly for both technical and non-technical audiences.

  • Ability to use advanced software applications (e.g., word processing, workflow, database, or content management systems) as part of the work effort.

  • Two (2) years of recent experience (within the past five (5) years) performing one or more of the following:

  • Writing government regulations

  • Developing and implementing agency internal directives

  • Processing Freedom of Information Act (FOIA) or Mandatory Review (MR) requests pursuant to E.O. 13526 or predecessor orders.

  • Implementing UCNI policy and procedures

  • Developing and implementing classified and controlled information evaluation programs.

  • Strong analytical and research skills

  • Excellent written and verbal communication abilities

  • Proficiency in using advanced software applications related to policy analysis and document management

  • Knowledge of relevant regulations, statutes, and policies related to classification, UCNI, and CUI

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
