The Evaluation Specialist will assist the Evaluation Office in providing monitoring and evaluation (M&E) support based on the needs including but not limited to M&E of cooperative agreements, coordinating M&E activities across different divisions, branches, and offices, developing data collection instruments, conducting quantitative and qualitative data analysis, developing evaluation plans and reports, translating findings from evaluation into actionable tools, resources and recommendations using appropriate data visualization tools to improve programs, policies, and practices and tailor dissemination using appropriate channels for different audiences, and other duties as assigned. Potential evaluation support may include some or all of the relevant general evaluation tasks (no specific projects/tasks/deliverables have been identified yet) depending on the needs and availability of fund to support the proposed new center, divisions, branches, and offices.

Responsibilities

  • Assist Evaluation office in development of a Program Monitoring and Evaluation Plans. During the process, DLS and contractor will coordinate to:

  • Describe the program, process, or product to be evaluated.

  • Identify key partners and collaborators.

  • Identify the evaluation focus and key questions to be answered.

  • Use best practices or relevant literature to guide the evaluation plan.

  • Describe the evaluation strategy and expected outcomes.

  • Collaborate with partners to confirm the selected approach to evaluation design.

  • Apply culturally responsive and equitable evaluation principles in all stages of evaluation.

  • Assist Evaluation office in development of Project Management Plans for Evaluation. During the process, DLS and contractor will coordinate to:

  • Develop the evaluation schedule/timelines, responsibilities and deliverables.

  • Determine resources (funding, personnel, technology) needed for successful completion of evaluation

  • Develop plans for reporting and disseminating evaluation findings.

  • Assist Evaluation office in devising Data Collection Strategies in Support of Evaluation Questions and Design. During the process, DLS and contractor will coordinate to:

  • Identify potential data sources.

  • Draw on a variety of evaluation instruments and procedures.

  • Evaluate the appropriateness of using existing instruments and tools.

  • Construct reliable and valid instruments.

  • Develop a data collection plan, including protocols and procedures that will include collecting data without personally identifiable information (PII) from CDC federal employees. There is a possible need to also collect non-PII information from external partners who are not federal employees and if this need becomes a task under this contract, the data collection plan will be updated to include the procedures for obtaining OMB PRA clearance.

  • Design appropriate sampling strategies.

  • Address issues of data validity and limitations.

  • Develop a plan for data analysis and interpretation.

  • Plan for the storage, security and disposal of data.

  • Assist Evaluation office in Data Collection:

  • Implement the data collection plans, schedules, and any budgetary implications.

  • Document evaluation activities.

  • Conduct effective individual or group interviews/focus groups.

  • Conduct effective observations.

  • Record and summarize relevant existing data.

  • Respond to changes in the scope or focus of the evaluation.

  • Assist Evaluation office in Analyzing and Interpreting Data:

  • Assess validity and reliability of data.

  • Use appropriate quantitative or qualitative analysis procedures.

  • Review and interpret data in an unbiased way.

  • Make judgments about the findings and draw conclusions.

  • Develop recommendations.

  • Assist Evaluation office in Disseminating Findings and Recommendations:

  • Use multiple methods of communicating and reporting and appropriate data visualization tools.

  • Discuss and interpret the evaluation findings with internal and external partners.

  • Assist Evaluation office in Presenting findings according to the needs of diverse audiences.

Qualifications

  • Bachelor’s degree in public health or health sciences

  • 7+ years of experience in research, analysis, or evaluation of health or human services related programs OR 5 years’ experience in evaluation of public health or health or human services

Knowledge, Skills and Abilities:

  • Experience in collecting and analyzing data— through observations, interviews, and surveys, and by using samples. Strong quantitative skills, experience using Microsoft Office applications including Word, Excel, and PowerPoint

  • Strong project management, project coordination and prioritization skills,

  • Ability to recognize client needs,

  • Exceptional organizational and collaboration skills.

  • Capable of taking direction and being adaptable to change.

  • Excellent verbal and written communication skills

  • Exceptional customer service orientation

  • Attention to details and deadlines ensuring effective task management.

Final salary determination based on skill-set, qualifications, and approved funding.
