The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.

  • Supervises community-based programs to enhance collaboration to assure access of wraparound services made available to families from pregnancy to adolescence. Programs under this administrator include Healthy Beginnings AA 116, Child Health AA 351, Case Management of CMARC AA 318, Child Fatality Prevention AA 352, Maternal Health AA 101, Supporting Women's Health (aka Home Visit for Postnatal Assessment AA 175), Women/Infant/ Children (WIC) AA 403, Nurse Family Partnership (NFP) AA 834, COVID-19 Enhancing Detection AA 543/546. Administrator shall ensure all of the above programs are in compliance in accordance with programmatic policies, procedures, and protocols established by the specific program guidelines and Gaston County Public Health Division. Monitors to ensure compliance of Child Health Memorandum of Understanding with Kintegra (FQHC). Work may be affected by changes in practices, therefore clear communication with staffs on changes will be discussed to assure understanding and compliance.

  • Reviews, monitors, audits, monitors budgets/funding, and tracks programmatic data to ensure programs adhere to Agreement Addendums for compliance of programmatic funding guidelines (Medicaid, state contracts County, and Federal) and agency policies and applicable protocols.

  • Monitors Quality Improvement indicators for Maternal Child Health (MCH) programs to assure community population needs are met. Meets with Program Supervisors and their staff to review audit information and expectations. Will ensure quality Improvement (QI) performances, and contract agreements performance objectives are met, ensure staff training needs are met, and ensure data collection for compliance and interpretation are monitored at least quarterly. Ensures hiring of staff, orientation of new staff and staff trainings are met. Provides mentoring, coaching and counseling, and corrective actions are taken as indicated.

  • Meets with supervisors to discuss work plans, organizational changes, community needs, social trends, and legislation actions that impact Public Health. Assists the Medical Director and data team with assessing county-wide maternal and child health outcomes as it relates to social determinants of health and other population health metrics. Continuous evaluation of current events and community needs to establish priorities for long-term agency goals. Serves as an actively engaged member of management team in collaboration with agency-wide services and programs.

  • Work may involve representing Maternal Child Health (MCH) programs in meetings with community agencies, local officials, State and federal agency staff. Programs are characterized by innovative approaches to organizing and providing services, pilot projects and responding to various needs and priorities of a multitude of local groups. Serve as resource to staff, other departments and the community by assisting with information and resources needed, and serves on various community boards.

  • Participation in Emergency Preparedness and disaster relief as issues arise. Participate with Public Health emergency response to pandemics and other emergency preparedness events as indicated.

  • Implement strategies aimed at achieving Health Equity, including but not limited to: attending trainings to better understand inequities, identifying and addressing barriers to health, serving on the Health Equity Team or its subcommittees, engaging in internal or external efforts to eliminate health disparities.

  • Carryout Performance Management (PM) roles and responsibilities, including identifying and communicating performance improvement opportunities and adjusting performance and practice to achieve established PM goals.

  • As needed, any other duties as assigned by the Medical Directo .

Minimum Qualifications

Graduation from an accredited college/university with a Masters Degree in Nursing, Public Health or a related field.

A minimum of 5 years in a supervisory or progressive managerial capacity; or an equivalent combination of education and experience. Must have project management skills.

Valid NC Drivers License; current CPR Certification.

Special knowledge, abilities, skills, physical requirements and other factors:Intermediate to advanced understanding of Microsoft Office; grant management, knowledge of GIS software (ESRI ArcGIS is preferred), skills in database mgmt./analyses, and Electronic Health Records area are a plus.

Additional Information

Minimally qualified applicants will start at 25% of the salary range:$44.79/hr.
